ORCHARD AMENDING CITY OF PORT ORCHARD
COMPREHENSIVE PLAN ORDINANCE NO. 875; ✓
BY AMENDING THE COMPREHENSIVE PLAN
MAP TO INCLUDE CERTAIN PROPERTIES
DESCRIBED HEREIN.
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD DOES
ORDAIN AS FOLLOWS:
WHEREAS, the City Council of the City of Port
Orchard has initiated a Comprehensive Plan Ordinance
amendment r>�1'—c r,,-iesignation of property described;
herein, and all legal requirements have been performed; and
WHEREAS, the City of Port Orchard Planning
Commission has transmitted to the Council of the City of Port
Orchard their findings and recommendations (Attachment "A")
that the Comprehensive Plan Map be amended for the reasons
stated therein;
NOW, THEREFORE, BE IT ORDAINED, that the City
Council of the City of Port Orchard does hereby adopt the
findings and recommendations of the Port Orchard Planning
Commission as it's own and does hereby designate certain
property on the Comprehensive Plan Map as Industrial.

THAT THE CITY COUNCIL AMEND RESOLUTION #1289-a COMPREHENSIVE PLAN
MAP TO INCLUDE THE PROPOSED ANNEXATION DESCRIBED AS FOLLOWS:
LEGAL DESCRIPTION: Situated in Section 26, Township 24 North, Range 1 East, Kitsap
County, Washington. Commencing at the intersection of Government Lot 1 and the
north margin of State Highway 160 which is the True point of Beginning; thence
south along the west boundary of Government Lot 1 to the south margin of State
Highway 160; thence westerly along said south margin to the south margin of the
County Road named Wilkins Drive; thence southwesterly along the south margin of
Wilkins Drive to the northeast corner of Tract 8 Port Orchard Bay Water Front

GENERAL LOCATION: On SR 160 in vicinity of Wilkins Road adjacent to west City limits
WHEREAS, On 25 August 1986 the City Council accepted the proposed annexation, and
requested that in accordance with RCW 35.13.177, the City Planning Commission make
a recommendation for a Comprehensive Plan Designation for the proposed annexation.
WHEREAS, a SEPA checklist was submitted and received a declaration of non -
significance, and
WHEREAS, a public hearing was held on 15 September 1986 and that the Planning
Commission considered the findings of facts, the testimony and material presented
at the hearing, and
WHEREAS, property owners within the annexed area have requested that their
property be designated "Industrial" on the Comprehensive Plan Map, and
WHEREAS, the City's Comprehensive Plan recommends that industrial uses be located
in outlying areas where industrial uses are in harmony with adjacent uses of land,
and
WHEREAS, the current County zoning is R-5MH and Business Trade. The majority of
the property in the proposed annexation belongs to Wilkins Distributing Company
and has a Planned Unit Development Permit from the County for the existing fuel
sales and storage business.
WE FIND that the general land use existing in the area, fits in the City's
zoning designation of industrial. And that a designation of "Industrial" for
total area described above to be in harmony with existing and future uses in the
neighborhood, and
CONCLUSION: Based on the findings of facts, the testimony and materials presented
at the public hearing, we therefore conclude that a designation of Industrial,
would be in harmony with the general purposes and intent of the zoning ordinance
and comprehensive plan.
BE IT RESOLVED, that the Planning Commission of the City of Port Orchard hereby
respectfully recommends that the City Council designated the area proposed for
annexation as Industrial.
