07/20/2021 - MinutesCity of Port Orchard Council Finance Committee A meeting of the Council Finance Committee was held at the Council Conference Room 301 with remote capabilities for additional participants using Zoom on July 20, 2021 at 5:00 p.m. PRESENT: Council members John Clauson, Beck Ashby, Shawn Cucciardi, Mayor Rob Putaansuu, Director of Finance Noah Crocker, Public Works Director Mark Dorsey, Police Chief Matt Brown, DCD, Nick Bond, Public Works Colby Wattling, Assistant Finance Director, Rebecca Zick. The meeting was recorded. Finance Report The Finance Director discussed the Sales Tax and REET Revenue report. The sales tax revenue collected June 2021 is at 33% over its 2021 budget and 27% over the 202o actual sales tax revenue collected. Real Estate Excise Tax collected thru June 2021 is at $897,367. This represents approximately 64% of the biennial budget and approximately 211% of what was budgeted for collections for 2021 YTD. The Finance Director reviewed all the fund balances, and the committee had no questions. The committee discussed collection of Water and Sewer Capital Facility Charges through June. The city has received approximately 44% of the annual budget for Water CFC revenue and approximately 36% for Sewer CFC revenue. The Finance Director will report back after 3rd quarter. Procurement Policy PW Director Dorsey discussed the current procurement policy and a proposal coming to the study session. The finance committee discussed and recommended the policy allow for a greater than calculation rather than a lesser than calculation. After discussion procurement policy changes will be brought back to the full council for further discussion. Water CFC Code -Exceptions The Finance Director presented on a proposal for the Water and Sewer Capital Facility Charges exceptions. The proposal is to make the charges uniform based on ERU's for both water and sewer, residential and commercial. The finance director discussed how the city would establish an ERU for the purposes of determining exceptions and CFC fee's. Role of the Finance Committee The finance committee provides oversight of city budgeting, financial planning, and financial reporting. The committee recommends long-range financial goals along with funding strategies for the operating and capital budgets. Human resource issues requiring policy direction are brought before the committee. The committee serves as the advisory forum for transportation and street maintenance funding, and funding relating to the transportation benefit district. The Committee discussed the alternatives and were supportive of the proposal. This topic will be discussed at this evening's study session. Downtown/Community Center/Ci y Hall The mayor discussed Street Frontage Design for the master plan and the estimated cost for $200,000. The mayor discussed real estate purchase and the need for a local match at $300,000. The mayor discussed City Hall design for interior changes. Personnel The mayor discussed a strategy to evaluate outsourcing parking enforcement, adding FTE's to provide flexibility in the Police Dept while officers are in training, and lastly the desire to add an additional FTE temporarily to provide overlap in records specialist position.
