Public Forum Discussion regarding CENCOM’s (911) proposal to place a countywide 1/10th of 1 percent sales tax measure on the ballot to provide consistent funding for 911 services. Dick Myers, AMCO Homes, regarding requirements for street improvements on Lovell Street. (Continued from the December 23, 2002 City Council meeting) b. Proposed – Interim Inter-local Agreement or Franchise Agreement with Kitsap Public Utilities District No 1 for placing fiber optic backbone equipment within city right-of-way (replaces proposed Telecommunications Regulatory Ordinance to provide for installation of fiber optic cables while city attorney is researching recent court rulings and regulatory changes) (Telecommunications Committee 4/22/02) c. TABLED MOTION: Proposed Ordinance amending POMC Sections 10.14.020, 10.14.070 and 10.14.080 and adding a new section 10.14.055 temporary construction parking permits regarding residential parking permit system for residential neighborhoods. Proposed Resolution No. 2002 approving with conditions the Preliminary Plat and Planned Residential Development of the Highlands at Karcher Creek, A 50 residential lots of duplexes with zero lot line setbacks, File No. Subdiv. 02- 01/R-1143) (Note Attorney has rewritten this Resolution to conform with Council action of December 9, 2002). k. Proposed Ordinance No. 1883 amending the City of Port Orchard Zoning Ordinance No. 1748; by amending the zoning map for properties located along the north side of Dwight Street, between Cline Avenue, and Austin Avenue to Mixed Use Commercial with conditions. Proposed Ordinance No. 1884 amending the City of Port Orchard Comprehensive Plan Ordinance No. 1634, by amending the Comprehensive Plan Map that will apply the adopted Medium Density Residential Land Use Category to selected properties citywide. Proposed Ordinance No. 1885 amending the City of Port Orchard Comprehensive Plan Ordinance No. 1634; by amending the Comprehensive Plan Map for properties located along the south side of Dwight Street, between Cline Avenue, and Austin Avenue. Proposed Ordinance No. 1886 amending the City of Port Orchard Comprehensive Plan Ordinance No. 1634; by amending the Comprehensive Plan Text and Map that will provide for a new land use category of “Greenbelt”. (CA-13-02) i. Proposed Ordinance No. 1887 amending the City of Port Orchard Comprehensive Plan Ordinance No. 1634; by amending the Comprehensive Plan Map for select properties located primarily on the plateau of the Ross Point Peninsula; abutting SR-166 to the north and west; SR-16 to the south, and Ross Creek corridor along the eastern boundary.
