Clark Townsend regarding Port Orchard Rotary Community Improvement Program. b. Julie Graves regarding Mitchell Avenue Retirement Apartment Project and the status of Westpark and the Housing Authority's efforts to provide affordable housing with apartments, self-help, and other methods. c. 7:35 PM Public Hearing regarding an amendment to the Port Orchard Zoning Ordinance No. 1748 and Zoning Map to identify parcels subject to site specific rezone ordinances. Site Maps provided in packet. - (Proposed Ordinance No. 1893 and Proposed Resolution No. 2006 provided for possible Council consideration.) d. Proposed Ordinance No. 1894 adding a new chapter 9.31 to the Port Orchard Municipal Code regarding graffiti removal. e. Proposed Resolution No. 2007 authorizing the submittal of the Storm-water NPDES Permit Application. f. Proposed Resolution No. 2008 approving the issuance of tax-exempt industrial revenue bonds for the Industrial Development Corporation of Kitsap County for the benefit of CARA Group, LLC pursuant to RCW 39.84.060. g. Proposed Resolution No. 2009 establishing the council’s preference for the date for an election on the question of annexation on an area contiguous to the city and commonly known as Talmo-Tallman Annexation. 4. OLD BUSINESS: a. Proposed – Interim Inter-local Agreement or Franchise Agreement with Kitsap Public Utilities District No 1 for placing fiber optic backbone equipment within city right-of-way (replaces proposed Telecommunications Regulatory Ordinance to provide for installation of fiber optic cables while city attorney is researching recent court rulings and regulatory changes) (Telecommunications Committee 4/22/02) b. TABLED MOTION: Proposed Ordinance amending POMC Sections 10.14.020, 10.14.070 and 10.14.080 and adding a new section 10.14.055 temporary construction parking permits regarding residential parking permit system for residential neighborhoods. (Motion to table Councilman Geiger, seconded by Councilman Morrison, 7/22/02) Original motion by Councilman Morrison, seconded by Councilman Wyatt. c. TABLED MOTION: Proposed Ordinance regarding restricting boats and recreational vehicles from parking in the public right-of-way. (Motion to table by Councilman Geiger, seconded by Councilwoman Powers, 7/22/02) Original motion to approve proposed ordinance by Councilman Morrison, seconded by Councilman Wyatt. d. TABLED TO 2/24/03: Proposed Ordinance No. 1879 which would amend City of Port Orchard Zoning Ordinance No 1748 by amending the City of Port Orchard Zoning Map to change the Zoning Classification of certain property from R4.5 to R20-PRD subject to conditions, Application No. Subdiv. 02-01/R-1143 (Note Attorney has rewritten this ordinance to conform with the applicant’s most recent submittal which would decrease the number of lots). e. CONTINUED TO 2/24/03: Proposed Resolution No. 2002 approving with conditions the Preliminary Plat and Planned Residential Development of the Highlands at Karcher Creek, A 40 residential lots of duplexes with zero lot line setbacks, File No. Subdivision 02-01/R-1143) (Note Attorney has rewritten this Resolution to conform with applicant’s most recent submittal which would decrease the number of lots). f. Review of Zoning Ordinance – Significant Tree Retention Policy (Directed Planning Staff to prepare draft ordinance.
