3. NEW BUSINESS:
a. Steve Weed or Steve Friedman, Wave Broadband, requesting approval of assignment of Cable Television
Franchise Agreement from Charter Communications to Wave Holdings.
b. 7:35 PM Public Hearing regarding application for Conditional Use Permit 010-03 to utilize the existing First
Christian Church site for private school use for grades K through 6th grade on an interim basis, applicant Luther
Center for Learning.
c. 7:40 PM Public Hearing to consider whether Temporary Use Permit (TUP-012-03) is being exercised contrary to
the terms of conditions of approval. The property is located at 375 Sedgwick Road property owner is Ron Rice.
d. 7:40 PM Public Hearing regarding the Six-Year Transportation Improvement Program. (Note: Proposed
Resolution No. 2027 - attached for consideration after public hearing).
e. Proposed Ordinance No. 1907 repealing Section 9.30.020(18) of the Port Orchard Municipal Code regarding
drainage onto sidewalks and driveways.
f. Bid Opening – Painting of Library Building – July 8, 2003 at 4:10 PM
g. Bid Opening – Summer Construction, 2003, July 10, 2003 at 4:00 PM
h. Bid Opening – Construction of a 5,650 foot parallel sewer in Port Orchard Blvd. – July 11, 2003 at 11:00 AM
i. Proposed Ordinance No. 1909 amending section 2.04.010 of the POMC revising the time to commence
City Council meeting.
j. Authorization for the Mayor to sign Agreement for Sharing Revenue Information Between Department of
Revenue and the City.
k. Proposed Resolution No. 2028 establishing a job description for a new Clerk-Receptionist (temporary position)
l. Proposed Resolution No. 2029 authorizing the Mayor to apply for Community Development Block Grants.
m. Proposed Resolution No. 2030 establishing a requirement for additional right of way from Commercial
Development.
4. OLD BUSINESS:
a. Proposed Inter-local Agreement with Kitsap Public Utilities District No 1 for placing fiber optic backbone equipment
within city right-of-way (Telecommunications Committee 4/22/02)
b. TABLED MOTION: Proposed Ordinance No. 1898 amending POMC 10.13.020 to prohibit parking of commercial
vehicles in residential or mixed-use zones. (Motion to table Councilman Geiger, seconded by Councilman
Clauson, 4/28/03) Original motion to approve Ordinance 1898 presented by Councilman Morrison, seconded by
Councilman Geiger.
c. Diana McConaghy, downtown merchant, request for discussion on cost downtown merchant’s parking pass
d. Review of parking of boats and recreational vehicles in the public right of way. (Street Committee 6/23/03)

d. Authorization for the Mayor to sign Kitsap County/City of Port Orchard Agreement for Incarceration of
City Prisoners.
