Rich Rucker representing property owners requesting the City initiate an election for annexation of 3 parcels of land lying south of the southerly city limits in southwest quadrant of the Sidney/Sedgwick intersection. Proposed Resolution No. 2001 provided for possible Council consideration.) b. Linda Thompson, annual report on Port Orchard Library. c. Grant Griffin Kitsap Peninsula Visitor and Convention Bureau annual report d. Proposed Ordinance No. 1879 amending the Port Orchard Zoning Map to change the zoning classification of certain property from R4.5 to R20 –located adjacent to the north property line of Albertson’s Shopping Center at Olney Avenue and Mile Hill Drive. e. Proposed Resolution No. 2002 denying approval of a Planned Residential Development of 50 residential lots of duplexes with zero lot line setbacks - Subject property is located adjacent to the north property line of Albertson’s Shopping Center at Olney Avenue and Mile Hill Drive. f. 7:35 PM Public Hearing on proposed Comprehensive Plan Amendments: (1) File No. CA-10-02 Comprehensive Plan Amendment Lowell Street Properties, Dwight Street Properties and Warren and Alice Van Zee, Proponents Proposing to designate subject properties as Commercial and rezone to Mixed Use, to support a future intended use of professional office. (2) File No. CA-12-02 Comprehensive Plan Amendment Kitsap County Administration, Proponent The proponent is requesting a Comprehensive Plan Map Amendment from High Density Residential to Public and Community Spaces, to allow for the eventual construction of a County Administration Building. (3) File No. CA-11-02 Comprehensive Plan Map Amendment City of Port Orchard, Proponent The City is proposing revisions to the City’s Comprehensive Plan Map that will apply the adopted Medium Density Residential Land Use Category (8-12 dwelling units per acre), to selected properties citywide. This will be applied primarily to certain properties currently designated as High Density Residential and zoned R8, but also includes other select properties citywide. (4) FILE NO. CA-13-02 (CORRECTED) • R-1141 Rezone City of Port Orchard, Proponent The City is proposing revisions to the City’s Comprehensive Plan Text and Map that will provide for a new land use Category of “Greenbelt”. (5) File No. CA-14-02 • CA-14-02 Comprehensive Plan map Amendment • R-1142 Rezone Evergreen Pacific Foundation, Proponent The proponent’s requests a Comprehensive Plan Map Amendment from Industrial and Medium Density to Medium Density Residential, together with a Rezone from R4.5 to R8/R12 for the subject parcels. CA-15-02 Comprehensive Plan Map Amendment Chuck and Marguerite Childress The proponent requests a Comprehensive Plan Map Amendment to re-designate the subject property from Low Density Residential to Medium Density Residential. The property is currently zoned as “Greenbelt”. This property is also currently under consideration for re-designation under CA-11-02 (Medium Density Residential citywide mapping) and CA-13-02 (Greenbelt citywide mapping). g. 7:35 PM Public Hearing regarding a request to amend the Port Orchard Zoning Ordinance No. 1748 to permit religious organizations as an allowed use in the Commercial-Retail and Office, and Mixed Use Districts. (Note: This public hearing and proposed ordinance change is the result of the city attorney review of current zoning ordinance that prohibits worship services in commercially zoned buildings as directed by the City Council 10/14/02 meeting - Proposed Ordinance No. 1876 provided for possible Council consideration.) h. Bid Opening – December 5, 2002 at 4:00 PM regarding Red Barn Demolition and selective excavation. 4. OLD BUSINESS: a. Proposed – Interim Inter-local Agreement or Franchise Agreement with Kitsap Public Utilities District No 1 for placing fiber optic backbone equipment within city right-of-way (replaces proposed Telecommunications Regulatory Ordinance to provide for installation of fiber optic cables while city attorney is researching recent court rulings and regulatory changes) (Telecommunications Committee 4/22/02) b. TABLED MOTION: Proposed Ordinance amending POMC Sections 10.14.020, 10.14.070 and 10.14.080 and adding a new section 10.14.055 temporary construction parking permits regarding residential parking permit system for residential neighborhoods. (Motion to table Councilman Geiger, seconded by Councilman Morrison, 7/22/02) Original motion by Councilman Morrison, seconded by Councilman Wyatt. c. TABLED MOTION: Proposed Ordinance regarding restricting boats and recreational vehicles from parking in the public right-of-way.
