3. NEW BUSINESS:
a. Beverly J. Cheney, Superintendent of South Kitsap Schools, (Invited by Mayor to meet city elected officials
and staff).
b. Grant Griffin, Visitor and Convention Bureau update.
c. Proposed Ordinance No. 1824 amending §9.24.050 of Ordinance No. 1724 relating to noise regulation and
repealing Ordinance No. 1802.
d. Proposed Ordinance No. 1827 regarding signs in public right of ways, and political signs, and amending
Port Orchard Municipal Code Sections 15.16.020(3), 15.16.150(2) and 15.16.160(1).
e. Finance Committee recommendation to approve 4% cost of living adjustment (COLA) (to base wage rates)
for non-represented employees, effective October 1, 2001. This percentage is based upon the same
COLA rate as listed in the public works and uniformed police labor agreements.
****** f. Proposed Resolution 1947 approving and agreeing to sponsor Kitsap Regional Library for membership in
the Association of Washington Cities Health Benefit Trust Program.
4. OLD BUSINESS:
a. TABLED MOTION: Proposed Resolution No. 1940 expressing the Council’s intent to increase the annual
tax levy, if the City of Port Orchard is annexed into Kitsap County Fire Protection District No. 7, until it has
been determined when the city could consider implementing an increase of the annual tax levy and also
until the issue of the annexation into the Fire District has been resolved. (Motion to table by Councilman
Geiger, seconded by Councilman Stansbery – 7/9/01)
b. Revisions to the city’s tree ordinance to provide for protection of old growth trees. (Growth Management
Committee 8/28/01)
5. CONSENT AGENDA Items listed below are considered routine business. Individual documents have been (or will be) distributed to Councilmembers in
advance for study and will be enacted by one motion. If separate discussion is desired on an item, that item may be removed from
the Consent Agenda and considered as a separate item of business at the request of a Councilmember. a. Minutes of the August 27, 2001 regular City Council meeting
b. Approval of Claim Warrants.
c. Proposed Ordinance No. 1826 vacating a portion of a portion of an unnamed alley within Block 5 of
Tome Cline’s Addition to Sidney between South Street and Central Street, as submitted by Jerry R.
Connell, Bert T. Connell and Kathleen A. Masterson.
d. Lodging Tax advisory Board recommendation to re-allocate $6,000 from the Hotel/Motel Revenue -
Special Projects account to the Festival of Chimes and Lights to purchase holiday decorations. (Renewal
of allocation approved by the City Council in November 2000, which did not get carried forward to the
2001 budget)

NOTICE OF ORDINANCES AND OTHER MATTERS TO BE PLACED ON A FUTURE COUNCIL AGENDA
Items listed below will be placed on a future agenda as noted unless the Mayor or a Councilmember request the item be reassigned to
another section of the agenda. Materials for each item will be distributed to Councilmembers in advance and will be available to the public
upon request to the City Clerk’s Office. The City Council may consider other ordinances and other matters not listed unless specific
notification period is required.
1. Proposed Ordinance establishing the Port Orchard Police Rotational Tow List and adopting rules and regulations for
eligibility and participation. (Replaces Resolution 1629)
2. Proposed ordinance amending POMC Chapter 2.30 to readopt provision creating a civil service commission to serve
police personnel as provided by RCW41.12 to correct scrivener’s error.
3. Proposed ordinance amending POMC 2.08.010 reestablishing [procedures for the appointment and removal of the
City Clerk, City Treasurer, City Engineer, and Police Chief. (Adds position of Police Chief and deletes Fire Chief
and City Attorney positions).
4. Proposed ordinance amending POMC 2.28.020 and 2.28.030 to update city attorney duties and form of
compensation statutes.
5. Proposed ordinance rescinding POMC Chapter 5.92 relating to amusement games (ordinance 833 approved in
1971). (Provisions defining amusement games and providing procedures for exemption are set forth in POMC
Chapter 5.28)
6. Proposed ordinance rescinding POMC Chapter 2.24 to abolish the Port Orchard Parks Commission. (Obsolete
commission that has not functioned for many years)
7. Proposed ordinance rescinding POMC Chapter 5.24 to abolish license requirements and fee for jukeboxes.
