3. NEW BUSINESS:
a. 7:35 PM Public Hearing on proposed Comprehensive Plan Amendments:
(1) File No. CA-08-01 Comprehensive Plan Map Amendment
Richard J. Fitzpatrick, Proponent
Proposing to re-designate 4.78 acres of land currently designated as Commercial & High Density
Residential to High Density Residential. Located at the northwest corner of Olney Avenue and
Mile Hill Drive.
(2) File No. CA-09-01 Comprehensive Plan Map Amendment
City of Port Orchard, Proponent
Proposing to re-designate land recently annexed into Port Orchard from Urban Low (Kitsap
County), to Medium Density Residential. Located east of Palmer Avenue, north of Mile Hill Drive
and south of Horstman Road. The area is commonly known as the “Wiley Annexation”.
b. Authorization for the Police Chief to purchase 12 Mobile Computer Terminals in 2001, which are
incompliance with the Cops Technology Grant.
4. OLD BUSINESS:
a. Proposed Ordinance No. 1827 regarding signs in public right of ways, and political signs, and amending
Port Orchard Municipal Code Sections 15.16.020(3), 15.16.150(2) and 15.16.160(1). (Street/Alley
Committee 9/10/01)
b. Proposed Ordinance No. 1828 establishing the Port Orchard Police Rotational Tow List and adopting rules
and regulations for eligibility and participation. (Replaces Resolution 1629) (Finance Committee 9/24/01)
c. Proposed Ordinance No. 1831 amending POMC 2.28.020 and 2.28.030 to update city attorney duties and
form of compensation statutes. (City Attorney 9/24/01)
5. CONSENT AGENDA Items listed below are considered routine business. Individual documents have been (or will be) distributed to Councilmembers in
advance for study and will be enacted by one motion. If separate discussion is desired on an item, that item may be removed from
the Consent Agenda and considered as a separate item of business at the request of a Councilmember.

b. Approval of Claim Warrants.
c. Proposed Ordinance No. 1836 setting the amount of property taxes to be raised for the year 2002.
d. Request by the Police Department to declare as surplus to the needs of the city, four bicycles and
authorization to dispose of them in the best interest of the city.
e. Authorization for the Mayor to sign amendment to the RMS Records Management Contract.

burglary and/or alarm systems, defining false alarms and offenses in connection with alarm systems, and
establishing fees and penalties.
