All documents referenced therein become part of the contract by their reference. 1. For the purposes of publication verification, a subscription to the newspaper printed by the successful bidder at no cost to the City. 2. Affidavit of publication for each item published at no cost to the City. 3. The City will not pay for any ad which is improperly run. The successful bidder will re-run an improperly run ad at its expense. 4. The successful bidder shall furnish an itemized statement of the City's account monthly, listing the invoice number, item(s) published, and the total amount of each invoice. 5. Field verification of publisher's delivery system As part of its auditing procedures, CAC conducted an independent field verification between the dates of November 12 and November 21, 2013, to determine the degree of household coverage of the publisher's delivery system. The field verification was conducted through telephone interviews with adult members of a random selection of households within the publisher's defined circulation area. Findings indicate that the publisher's delivery system reaches 99.2% of its defined market. The field verification has a margin of error of plus/minus 0.6% at a 95% confidence level. The Port Orchard Independent is Kitsap County's longest running newspaper, having served the Port Orchard Community for 125 years, providing legal notice services to the city and county entities as well as private parties throughout the community and county. Because the Port Orchard Independent is located in the same city as the county seat, the Independent has naturally become the newspaper to which most clients turn to in need of a legal notice publication. The Port Orchard Independent publishes on Fridays of each week and is annually audited by the Circulation Verification Council. Requirements for award as official newspaper for the City of Port Orchard as stated in the Request for Newspaper Publication are as follows: Circualtion City limits approximately 4,690 Within South Kitsap Urban Growth Area: 4,911 The total current circulation for the Port Orchard Independent is 17,652 Rates: The Port Orchard Independent extends to the City of Port Orchard the rate of $2.40 per classified column inch, on a ten column classified page format to publish legal notices to appear in the A-section of the Independent. The Port Orchard Independent also extends to the City of Port Orchard the rate of $4.50 per Display column inch, on a six column display format to publish legal notices, ordinances or summaries to appear in the A-section of the Independent. The Port Orchard Independent will also provide the City of Port Orchard placement and the publishing of all city legal notices on its' website www.portorchardindependent.com at NO CHARGE. Legal Advertising Services: The City of Port Orchard may submit their legal notice advertisements to the Independent via electronic mail or should a courier services be needed, the Independent will have a representative personally pick up any legal notice content from City Hall as needed. The Port Orchard Independent meets all requirements set forth in the Request for Newspaper Publication Services and more importantly the Independent has the experience to deliver superior customer service and the strongest readership of any newspaper in the Port Orchard community. The Independent maintains an office in Port Orchard and is a strong community partner in all aspects of community development and growth. A professional relationship between the Independent and the City of Port Orchard through the publication of the City's legal notices will increase the local community's knowledge of City business and commerce.
