640 Bay Street Redevelopment Proposal
PORT ORCHARD, WA – In late 2017, the City of Port Orchard declared the city-owned 640 Bay Street property as surplus. Soon after, the City published a request for proposals seeking
redevelopment proposals for the property. On February 13, 2018, the City Council declared a proposal to redevelop the property as submitted by Waterman Investment Partners, LLC to be
the winning proposal and authorized the mayor to begin negotiating for the redevelopment and sale of the property. The development as proposed by Waterman Investment Partners, LLC consists
of a 5-story mixed use building containing +/- 44 residential dwelling units and nearly 12,000 square feet of commercial space. The concept was designed by Bremerton Architect Rice
Fergus Miller and the proposed contractor on the project is Bremerton based Sound West Group and the Port Orchard based BJC Group. The proposal suggests a preliminary commitment for
commercial tenants including a new restaurant and for a new Kitsap County library. Project renderings are shown as follows:
