1. Call to Order: Chair Stewart called the meeting to order at 6:03 p.m., and led the Pledge of Allegiance.
2. Public Comments: None.
3. Approval of Minutes From October 6, 2020: Commissioner Tierney made a motion to approve the minutes of the October 6, 2020 Planning Commission meeting, as presented. Commissioner
Bailey seconded the motion. The motion passed unanimously.
4. Business Items:
Discussion: Shoreline Master Program Update: Draft SMP and Code Revisions Addressing Sea Level Rise. Long Range Planner Sallee gave a summary of proposed changes to the City’s SMP to
address future impacts from sea level rise on the downtown shoreline. The downtown area is largely built on shoreline fill, and is already impacted by storm surge and king tide events.
The City contracted with Herrera Environmental Consultants to prepare a detailed evaluation of the City’s shoreline and areas where the SMP may need to be modified to address sea level
rise. Herrera’s study and recommendations provided the basis for new and updated policies and development regulations, with regard to addressing sea level rise along Sinclair Inlet
and the estuarine (mouth) portion of Blackjack Creek. These proposed changes, provided in strikeout/underline format, were discussed by the Planning Commission. The full proposed update
to the SMP, which will include “housekeeping” updates and Ecology-required changes, will be provided to the Planning Commission for review at the January 2021 meeting. Notice of this
meeting, which is intended to also provide a public review and comment forum, will be sent to property and business owners within 800 feet of the City’s shoreline jurisdiction, and
will also be published in the newspaper, City website and social media.
Discussion: Draft Downtown Subarea Plan. Community Development Director Bond provided an overview of the City’s draft Downtown and County Campus subarea plan, which has recently been
made available for public review. The subarea plan addresses a number of planning and
redevelopment issues that are expected to impact the City’s downtown and the Kitsap County government campus, including the development of the South Kitsap Community Events Center (SKCEC)
and associated facilities and Kitsap County’s plans to redevelop and expand the existing government campus. A planned action Environmental Impact Statement (EIS) will be prepared in
conjunction with the subarea plan, to address the impacts of three alternative proposals, as well as a no-action alternative. The subarea plan and planned action EIS will provide a
process for the City to address most anticipated environmental impacts of several overall downtown/county campus development alternatives, provide greater certainty to the development
community, and simplify and expedite the environmental review of future individual projects within this subarea. It is anticipated that the final plan will be provided to the Planning
Commission in early 2021.
