Commissioners:

1. Call to Order: Chair Stewart called the meeting to order at 6:02 p.m., and led the Pledge of Allegiance.
2. Public Comments: Shahbaz and Elizabeth Naftchi spoke about their properties located at 719 and 807 Sidney Ave. They reiterated their request that the City rezone/redesignate the properties
from Neighborhood Mixed Use/Commercial to Residential-2/Residential Medium.
3. Approval of Minutes From November 2, 2020: Commissioner Tierney made a motion to approve the minutes of the November 2, 2020 Planning Commission meeting, as presented. Commissioner
King seconded the motion. The motion passed unanimously.
4. Revised Planning Commission Membership: Community Development Director Nick Bond said that in November 2020, the City Council passed an ordinance revising the membership of the Planning
Commission from eight to seven members, in order to reduce the requirement for a quorum from five to four members. The Council also passed a resolution documenting the current membership
and positions of the Planning Commission.
5. Election of Chair for 2021: Commissioner Tierney nominated Chair Stewart to serve as the Planning Commission Chair in 2021. Commissioner Bailey seconded the motion. The motion passed
unanimously.
6. Business Items:
Public Meeting and Discussion: 2021 Shoreline Master Program Update (SMP). Long Range Planner Sallee gave a summary of proposed changes to the City’s SMP that have been prepared in
response to the Department of Ecology’s mandated 8-year periodic update. These included a number of changes that are required to bring the SMP into compliance with updated federal and
state regulations, updates for internal consistency with other City policies and regulations, new sections addressing sea level rise and potential impacts to the City’s downtown shoreline,
and “housekeeping” changes to resolve minor errors and omissions.
A public hearing will be held on the final draft SMP changes at the February Planning Commission meeting.
