Minutes of meeting of vecember C 22/1930 were read and approved. mayor Elect Grieve and Councilmen elect Stevenson and Norton were duly shorn in and their oaths were duly filed. The Mayor then reappointed Yrancia M Rpplegate as Clerk and Ri J, Caretti as marshal, ana reappointed the Committees the same as for the year 1930, and Allen Totten Chief ana jar. H. B. Wilson as health officer. The bonds of the Treas- urer, Clerk and Marshal were duly approved and filed, and the oaths of these re- spective officers duly filed. i'he xire & Light Committee reported that the residence an the pumping plant lots had been reconditioned for a Fire Hall, and finished in satisfactory shape ana the worK of W. E, Cosbey thereon was duly accepted. the Water Uuperintendent reported that the inspection of the new tanK had shown a rivet out near the tap, and that the overflow was evidently too small and the water would overflow the top. He reported that mr. The Clerk read a letter from the City of Tacoma advocating legislation by which towns through which state highways ran would receive one third of the Motor Vehicle wuna amounting to about ;10,500 per mile as the share of cities and towns. Minutes of the meeting of January 12th 1931, were read and approved.. i n Dr. H. F. V lson appeared before the Council on behalf of the American Legion in respect to the toilets at the Town Hall, and, after discussion, the Mayor was auathotiaed to make arrangements to have the same kept clean if pos- sible by Lee Miller.. J Nuernberg appeared before the Council asking that the Town undertake the collection of bills for his garbage services, and after discussion the matter was put in the hands of the Clerk as an individual,to make collections for Mr.Nuernberger.. J. A. Holmberg appeared before the Council in reference to the gutter ( &c on front of his property, and the Street Superintendent was authorized to install two catch basins at De Kalb 9; Sidney and drain the rater into the gulch along the north side of De Kalb. Street. The Clerk read a letter from the Chicago Bridge & Iron Works in reference to leak in the tanks, and the letter was ordered on file.. The Water Superintendent reported in reference to mercury control for the pumps, and stated thgt the representative of the device wished a ge- gister of the pry ssure for 48 hours, andCouncilman Radey undertook to get .i such a guage forithe purpose-. The Water Superintendent reported that he was slowly gaining on. the leaks, and he vas ordered to put in a new section in front of the shhool. of about 300 feet. 1.4 was suggested by the Council that when he hired men he should work with them. EThe Water Superintendent reported that the roof of the pump house was leaking and 4e was directed to have the same retarred as soon as the ' E same dried out. The Marshal reported that the leak in the Pottery Hill Hydrant hadbeen fixed. The Clerk reported that he had investigated in re the proposed bread ordinance, and ognsidered the present town ordinance in respect to peddlers tax sufficient in the premises. He was directed to write G. T. Ross, Port Orchard Wash. now peddling bread from house to house to cease the same or else take out a daily license at the rate of 2 per day. The Clerk reported that the following had been recommended on the Parks Committee, to ta'ce charge of the Fair Grounds property, D, .M.. Corliss, for the Council J. A. Holmberg for the Kiwanis Club H., E. Wilson, for the American Legion C. L. Ainsworth for the Chamber of Commerce, Ira A Jessup for the Grade PTA W. J. McDougall for the High School PTA and the same were duly appointed and confirmed as such Committee The Clerk was directed to send W. H. Joslin a copy of the garbage ordinance. The salary of the Treasurer from Jan 11/31 was allocated as follo.wsk $35 to the General Fund and $5 to the Water Fund. I Council met this evening at 7;30 P. M. Present Mayor Grieve, and Coaalbil- men Radey, Stevenson, Norton,. Fleming and Corliss. Minutes of the meeting of January 26th were read and approved. Fire Chief'Totten reported that the old fire Hall had been removed to the pumping plant lots:, and the exact location thereof on.said lots was referred to Fire Chief Totten and Qouncilman Stevenson. 3 The aayor'reported that he had made arrangements with Lee Miller for the cNe of the toilets at the Town Hall at an additional compensation of $4 per month. .Councilman Stevenson of the Fire & Light Committee reported that the light on Ada Street had been installed. The Street Superintendednt reported that he had commenced work on the catch i basins at Sidney and De 'alb Streets. The Clerk was directed to write.the Garland-Affolter Engineering Corp stating that a Proper guage could not be obtained in this vicinity, and asking if theg could not obtain one. The later Superintendent reported that he was gaining on the leaks in the water mains, and he was directed to take care of the leak on Stockwell Avenue as well as all other leaks. He was directed to keep data on all installations of new pipe, as to cost of digging trench, installing pipe and service outlets and filling trenches and all other data. on each job undertaken. The Clerk reported in reference to the peddling ordinance and it was decided by the Council to adopt and ordinance similar to the Bremerton ordinance, The Clerk then presented Ordinance No3e2 practically embodying the Bremerton ordin- ance, and the same was unanimously adopted. Councilman Corliss stated that the Parks Committee of which he was,Chair- man had duly orgUnized, and that they were commencing to clean up and improve the old Fair Grounds property. He reported that.J Nuernberger ha.d been appointed to livr- on the property and act as caretaker. The Clerk presented the Annual Town Report of the finances for the year 1930, and was authorized to publish the same, as required by law. M. Present Mayor Grieve and Councilmen Radey,. Norton and Corliss. 11'.-inutes of the meeting; on Vebruary 9th 1931 were read and approved. - The Water Superintendent reporrted that 14kr. Werdman had pierced the clogged well at the pumping plant, and that; therewas a flow of about twenty gallons a minute, but that it did not reach to the height: of the pump. It was decided to do nothing further with the well at this time. but to await developments in respect thereto. The Street superintendent reported that the old Vire hall building would be permanently placed on the pumping plant-, lots next Sunday, and that he had about two days more work to finish the drainage wor'c at, De Kalb & Sidney. The Water Superintendent reported that he had now practically stopped .Zll the leaks in the water mains, iricluding the one on Rockwell Avenue. The Water Superintendent was authorized to dispose of the old water tanks on the basis of the parties taking them down to have the material. Permission of the Council was granted for the use of the Town grader at the Fair Grounds next Sunday.' 18� The Mayor called attention to the condition where the old Fire Hall was at Frederick Street and the Street Superintendent reported that this would be fixed up soon. Councilman Corliss called attention to the fact that the Yakey Building (HazzaA-d barber shop) and the Blanchard Apartiment building on Sidney were settling And injuring the sidewalks, and the matter was referred to the Street & :alley Comm- ittee for investigation and report.. The Mayor called attention to the fact that vehi6les were injuring the side- walk at the curve in front of the Dufiled property on East Bay Street, and the Street Superintendent was instructed to place a thicker cement curbing thereon to protect the sidewalk. M. Present mayor Grieve and Councilmen Radey, Norton, Flemming and Corliss. Minutes of the meeting of February 24th 1931 were read approved. : C. G. Vaughn Of the Peninsula Grain Co appeared before the Council and desired i a franchise to maintain a wharf and railroad on harrison Street north of Bay Street, and the Clerk was directed to prepare such a franchise and present -it for its first reading at the neat meeting of the Council, the franchise to be for ten years, and the compensation to the town P210. a year. The Clerk presented a number of communications signed by residents of the Town and Vicinity as-ing for the repeal of the pdeeler's ordinance as affecting the Golden Rule Barery and after discussion, the'ommunications were ordered laid on the table and to be filed. -'he Cler'c presented the matter of the group insurance for the Volunteer r'ire Departiment of the Town, at a -cost of 125 per year for 16 firemen, and the policy as written by the Aetna Indemnity Co was accepted, and the bill for $125 therefor approved. The Water Superintendent was dirercted to put an additional casing on the perforated well, about 2 feet in height. The Street Superintendent reported that the drainage work at De 'alb & Sidney had been completed except a small amount of concretd work, which would have to wait beeter weather. The ',later Superintendent reported that he expected the old water tan'cs to be re- moved shortly. '2he attention of the �Jater superintendent was called to a stream of water back of the -Parrott place, and he was directed to investigate water coming from the J. On motion the jeeting adjourned CH 23rd 1931 Council met this evening at 7.30 P. M. Present Mayor Grieve, and Councilmen Radey, Stevenson and Norton. Minutes of meeting of March 9th 1931 were read and approved. The Clerk presented ordinance granting a franchise to the 2eninsula Grain Co. to erect wharf and gridiron on 1arrison Avenue north of Bay Street was presented for its first reading and duly read. C.G. Baughn-rresident of the leninsula Grain Co appeared in behalf of the franchise sand Mr. Brady of the Colby Lumber Co appeared in its behalf as an abutting owner on the east side of Harrison Avenue. "he con- sensus of the Council was that these two, interests should get together and arrange for the commin use of -111arrison Avenue north of Bay Street. The ordinance w&a con- tinued until the next meeting of the Council. The Clerk presented Ordinance No. 393 prohibiting brush and refuse fires within the Town Limits from May lst to October lst without a permit of the -"ire Chief or Marshal, and,.a,fter discussion, the same was duly adopted.- -he 4'iater Superintendent reported a bad leak on 6mith Street which might take a large amount of pipe in event it was necessary to relay the whale main, and the matter was referred to Councilman Radey with power to act in the premises. The Street Superintendent was authorized to employ the necessary labor to place the old fire hall on the pumping plant lots. Mr. Fullington had complained about the west crossing at De talb and Sidney, and after discussion, this matter was referred to Councilman Radey with power to act in the premises. 'he Puget Sound Navigation Co were granted permission to haul freight by t tractor over Bay.Street between their wharf and the Peninsula Grain Co. The matter of the sidwwalk in front of the Yakey Building ( Hazzard Barber shop) was reported on by Councilman Radey, and after discussion was placed on the continued calendar. 186 The matter of the sidewalk from foot of Pottery Hill to the State highway Garage was ordered placed on the continued calendar until attended to. The matter of widening the road at the foot of tottery Hill was f eferred to Councilman Radey with power to act. Minutes of the meeting of march 23/1931 were read and approved. malcolm Greer appeared on behalf of the -Peninsula Grain Co in respect to fran- chise to be granted in respect to Harrison A{venue to maintain wharf and grid iron, and gar. Brady, rresident of the Colby Lumber Co appeared on its behalf. Air. Brady stated that there was noisufficient benefit to his Company to join in the cost of erectionana maintenance of wharf, and that all his concern whished was to have the street Kept open, ana that his Company would runt to use it very seldon, when arran- gements would be made not to discommode the-'eninsu-la Grain Co. Councilman Fleming brought up the matter of annoyance from smoke of the boiler of Boudreau, the clener , in the Sponogle Building, and the marshal stated that he would speak to him about it to, set: if he could remedy conditions.. The Street Superintendent reported that the drain had been put across at the west side of Sidney and De Kalb and that he would now attend to the drain across the east side of Sidney at Prospect. The Water Superintendent submitted an estimate for a pipe line with one hydrant from the water works to the foot of Pottery Hill, and the same was ordered filed. Callisons Inc. appeared before the Gouncil in respect to the reduction of the water rate for use in their new warehouse on Viest Bay Street, and asked for a rate 5 cents per M gallons. TheCouncil was of the opinion that the water works would lose money on such a rate, and rejected the pr1posal. Callisons then stated that they had only two; alternatives, either. to drill an artesian well or draw their wat— er from Pottery Creek, necessitating crossing town streeta. After discussion it was duly voted to grant to Callisons Inc the right to cross necessary streets in order to secure water from Pottery Creek, on the ground that they were a manuf- acturing corporation making an added pay roll to the town. Re also reported he had cleaned out tole sump,,,and that at one half tide the small well flowed 90 gallons a. Minute and the large well 120 gallons a minute. He also reported that he had investigated in regard to the check valve and had remedied conditions so that it would not be necessary to buy a, new one.
