09/15/1890 - Regular - Minutes - Transcribed Records of the Council of the Town of Sidney Monday evening September 15, 1890. 7:30 p.m. Full board present. The meeting was called to order by Mayor Rockwell and the following business transacted. Each member of the Council was duly qualified according to law. Voting by ballot was next in order to elect a councilman to fill the vacancy of B.W. Cline, deceased. D. B. Mackintosh received three (3) votes and William Sutton one (1) vote. Mr. Mackintosh being declared elected took the customary oath of office. E. M. Taylor was elected Clerk of the Council, he receiving four (4) votes and William Barber one (1) vote. The Clerk then read the following address for the Mayor. Council and Fellow Citizens. Gentlemen; The time has come when the town of Sidney, dear to us as the place of our adoption, is to take rank among the towns and cities of this great state of Washington. Thoughtful citizens of Sidney have been long contemplating the sure coming of this marked change. Now as it has been accomplished, may the same spirit prevail that has been adopted from the commencement of this work, that is a nonpartisan spirit. Let no political strife enter our council to mar the peace and goodwill of our deliberation. Let no strife be tolerated among us, except that noble strife which is to see who can do the best and most good for the people of whom we are the servants and nonacting in the name and by virtue of the power conferred upon me, your Mayor, thereby declare the town of Sidney duly established for transacting business as an incorporated town. Resolution of Respect Passed on this 15th day of September eighteen hundred and ninety by the common council of the town of Sidney. Whereas, one of our most efficient membery (B. M. Cline) has been called from us by our Heavenly Father who doeth all things well. Therefore, be it resolved that we recognize the great loss to our new board of councilmen as well as to our aching hearts and tender our deepest sympathy to his mourning friends and relatives.
