SUPPLEMENTAL SCOPE OF SERVICES
SUPPLEMENT NO. 14
TREMONT STREET WIDENING
(SR 16 to PORT ORCHARD BOULEVARD)
The services to be furnished by BergerABAM (hereinafter referred to as the CONSULTANT), upon
receipt of written direction to proceed from the City of Port Orchard (hereinafter referred to as the
AGENCY), are supplemented as described below. Unless otherwise noted, the following scope of
work supplements the original scope of work, as well as the scope of work for previous supplements.
The CONSULTANT shall provide the following services, which are expanded scope from the original
scope of work. The estimated level of effort for Supplement No. 14 work is shown in Exhibit E.
The CONSULTANT shall provide the following.
TASK 1.0 - PROJECT ADMINISTRATION
1.1 Project Meetings
The CONSULTANT shall provide project management and communications between the
CONSULTANT team and the CITY. This task may include attending one project meeting with
the CITY.
1.4 Invoicing
The CONSULTANT shall prepare and submit monthly invoices, including a tabulation of hours
expended, broken down by each major task. This will include project reports summarizing the
status of the budget.
1.6 Subconsultant Coordination and Administration
The CONSULTANT shall perform ongoing subconsultant coordination as necessary. The
CONSULTANT shall facilitate at least one meeting with the subconsultant.

• Monthly progress report and invoice (one copy)
TASK 5.0 - PRELIMINARY DESIGN
The CONSULTANT will assist the CITY in updating the NEPA process and completing the SEPA
checklist.
5.13 Permit Assistance
The CONSULTANT will prepare exhibits and provide permit assistance as necessary to support
their subconsultant in complete the environmental documentation described herein.
5.14 SEPA Checklist
The CONSULTANT will complete the SEPA Checklist and provide support to the City
Planning Department as necessary to respond to public comments and issue the MDNS for the
project.

5.15 NEPA Update
The CONSULTANT will review the existing NEPA data and prepare an ECS update memo
based on most current traffic and resources data along with the recent development within the
corridor.
5.21 Wetland Verification Review
The CONSULTANT will review the wetland delineation prepared over 5 years ago to verify the
location and type of wetland present on the property. Compare the identified wetlands and
associated buffers with the plans to assess the project impacts. A memo will be prepared to
document the above work and make recommendations on mitigation as required by City Code.
5.22 JARPA (conditional use permit)
The CONSULTANT will prepare the necessary permit applications and supporting
documentation for submittal to the City to initiate the permitting process. It is expected that the
project will require a conditional use permit.

It is recognized by both parties that efforts to provide services under this supplemental
agreement can vary considerably from estimates utilized to develop the additional amount
payable for this supplemental agreement. Some budget items may cost more and other items
may cost less. The CONSULTANT reserves the right to use any remaining or unused budget of
their subconsultants for other tasks.

Description of Work

The Local Agency of City of Port Orchard
desires to supplement the agreement entered into with BERGER/ABAM Engineers, Inc.
and executed on 8/20/2005 and identified as Agreement No. STPUS-6601(004)
All provisions in the basic agreement remain in effect except as expressly modified by this supplement.
The changes to the agreement are described as follows:
