Re: Municipal Boundaries and Urban Services
Dear Council Members:
The purpose of this letter is to summarize the status of discussions between the City of
Bremerton and the City of Port Orchard regarding a plan for municipal boundaries and
urban services.
Background Information:
The City of Bremerton municipal boundaries and the City of Port Orchard proposed
urban growth area boundaries, as well as water service areas, meet in the vicinity of
McCormick North and Northwest Corporate Campus. The area is south of Bremerton
proper and west of Port Orchard, north of Old Clifton Road and west of Anderson Hill
Road.
For several years, the Cities have been considering appropriate delineations of municipal
boundaries and service areas to effectively and efficiently provide for urban growth that
is now underway. This effort builds on an earlier agreement regarding water service,
which was the subject of a previous letter of intent. At this time, the Cities have agreed
on principles and goals set forth below, which will form the basis for an interlocal
agreement establishing municipal boundaries and a plan for other services in the area
described above.
Agreed Principles and Goals
Please see map attached, showing the areas under discussion. The City of Bremerton and
the City of Port Orchard hereby indicate their intent to prepare an interlocal agreement
that includes the following components:
The City of Bremerton intends to transfer property east of the Anderson Creek
riparian corridor and west of Anderson Hill Road (known as the eastern portion
of Northwest Corporate Campus) to the City of Port Orchard, pursuant to RCW
35.10.217 (2).

• The City of Bremerton will support annexation of the eastern portion of the area
known as McCormick North, between Anderson Hill Road and Campus
Boulevard north of Old Clifton Road as well as the area described above (the
eastern portion of Northwest Corporate Campus), to the City of Port Orchard.
• The City of Port Orchard will support annexation of the western portion of
McCormick North, north of Old Clifton Road between Campus Boulevard and
Feigley Road and north of Feigley Road, to the City of Bremerton.
• The City of Port Orchard agrees to contract with the City of Bremerton to
provide law enforcement services to portions of this area that are within the City
of Bremerton municipal boundaries, and to evaluate how provision of other
public services by Port Orchard may be mutually beneficial.
• The City of Bremerton agrees to enter into a revenue -sharing agreement with the
City of Port Orchard through which revenues derived from development on the
western portion of McCormick North are shared with the City of Port Orchard.
• The City of Bremerton and the City of Port Orchard agree to finalize an interlocal
agreement incorporating these principles and other details necessary to achieve
the goals described above for the areas in McCormick North and Northwest
Corporate Campus.
Both Bremerton and Port Orchard recognize that the completion of the process of
finalizing an interlocal agreement is in their mutual best interests and will continue to
work cooperatively to complete this process in a timely manner.
