Meeting Minutes
August 9, 2022 at 5:00 PM
Utility Committee Members; Chair Cindy Lucarelli, John Clausen and Mark Trenary met on July 12, 2022 via Zoom Meeting. Also present: Mayor Rob Putaansuu, Utility Manager Jacki Brown,
Operations Manager Tony Lang, Finance Director Noah Crocker, Asist Finance Manager Rebecca Zick, and Development Director Nick Bond.
Water and Sewer Rate Setting Policy Direction - Discussion: Assistant Finance Director Rebecca Zick gave a presentation on proposed changes to the water rates as follows;
Residential Accounts: Water base charges would not include and usage in keeping with conservation rates.
The commodity charge tiers would be changed to further encourage conservation and be increase over time, as well.
Non-Residential Accounts: The base rate would be based on the meter size using the AWWA industry standard multipliers.
Foster Pilot Project – Update: UM Brown presented a draft letter of interest to be sent to water rights holders for possible purchase of their water rights to be retired to offset some
of the new rights for which COPO has applied.
Splash Pad Retrofit – Update: UM Brown updated Committee members on the following;
The latest information from the Department of Health, Water Recreation Division is that the proposed plans cannot be approved as submitted. We are waiting for written confirmation of
this.
Staff is awaiting this notification prior to awarding the contract.
Storm Drainage Comprehensive Plan – Update: UM Brown updated Committee members as follows;
The Stormwater Management Action Planning Section will be presented to staff on 8/29 at 1:00 PM.
The Stormwater Management Action Planning Section will be presented to the public on 8/31 at 1:00 PM.
Stetson Heights Development – Update: UM Brown reported that the booster station is scheduled to be online in the next two weeks.
