02/16/2022 - Minutes City of Port Orchard Utility Committee Meeting Minutes February 16, 2022 at 5:02 PM Utility Committee Members; Chair Cindy Lucarelli, John Clausen and Mark Trenary met on February 16, 2022 via Zoom Meeting. Also present: Public Works Director/City Engineer Mark Dorsey, Utility Manager Jacki Brown and Mayor Rob Putaansuu. First order of business was to reestablish Ms. Cindy Lucarelli as the Committee Chair for 2022. 2021 Water Quality Report – Discussion: UM Brown provided Committee members with a brief overview of the 2021 Water Quality Report, aka the Consumer Confidence Report, for both of the City’s Water Systems that are provided to all Utility Customers and the State Department of Health annually. No further action required. 2020 Water System Plan – Update: UM Brown advised Committee members that although the 2020 Water System Plan (WSP) Amendment was finally approved by the DOH and recently adopted by the City Council, an ‘Update’ to the WSP Amendment is required, given recent 580 Zone data that wasn’t previously available. The Update is needed to align the Plan Years for both water systems (Downtown and McCormick) to 2029. To be continued. Outstanding Performance Wastewater Treatment Plant Award 2020: UM Brown announced to Committee members that the South Kitsap Water Reclamation Facility (SKWRF) has once again received the Award. No further action required. DWSRF Well #11 Design – Update: UM Brown updated Committee members on the current status of the City’s Well #11 Project, being that 1) the 100% Ad Ready Design funded by the 2020 DWSRF $500K Pre-Construction Loan is on track for the 2022 deliverables and 2) the City was successful in receiving an award from the 2021 DWSRF for $8M in Construction Loan. It is anticipated that the Project will go to Ad in Q4/2022. To be continued. ARPA Funds – Update: PWD Dorsey reminded Committee members that the $2.8M American Rescue Plan Act (ARPA) grant funds have been shifted from the 390-580 Zone Intertie Project to the Marina Pump Station Retrofit Project. No further action required. Foster Pilot Project – Update: UM Brown updated Committee members on the current status of the Foster Pilot Project, being the City of Yelm (the basis for Foster) has submitted their Draft Report of Examination (ROE) to Ecology, which is the first of the Foster’s to do so, and how the ROE is considered sets the bar for Port Orchard and demonstrates a pathway with Ecology. Splash Pad Retrofit – Update: PWD Dorsey updated Committee members on the current status of this Retrofit Project, being that the post-VE redesign is finally ready to advertise, and that the advertisement will include two phases as follows; Phase 1 – Contractor to purchase and stage/store all materials and receive payment for all materials on-hand and Phase 2 – Contractor shall commence Work after Labor Day Weekend 2022. Please note, City staff has confirmed that the operation of the current Splash Pad over the 2022 Park Season will be manageable with some time use limitations. To be continued. McCormick Water Campus - Update: PWD Dorsey and UM Brown updated Committee members on the following; McCormick Village Park Watermain Easement; the City of Port Orchard will be granting a watermain easement to the City of Bremerton for their operation and maintenance of the existing watermain serving McCormack Village Park, given the Park is located within Bremerton’s Retail Water Service Area. Said Easement will be on the 2/22/2022 Council Agenda. No Further action required. New Watermain vs. Existing Watermain; McCormick Communities has completed the construction of the new watermain between the Water Campus and the existing McCormick Well Field, as required to transfer the existing watermain to the City of Bremerton for the future separation of the each City’s 580 Zones. To be continued. Well #12; McCormick Communities has drilled the pilot hole, but the Project is currently on hold until Foster Decision is resolved. To be continued. 580 Reservoir; the 1MG 580 Reservoir recently constructed by McCormick Communities (in exchange for Water CFC Credit) is complete. No further action required. 660 Reservoir; McCormick Communities is currently completing the 60% Design. To be continued.
