02/14/2023 - Minutes City of Port Orchard Utility Committee Meeting Minutes February 14, 2023 at 5:00 PM Utility Committee Members; Chair Cindy Lucarelli, John Clausen and Mark Trenary met on February 14, 2023, via Zoom Meeting. Also present: Public Works Director Tony Lang and Utility Manager Jacki Brown. Foster Pilot Project – Update: UM Brown discussed the legislation addressing the groundwater modeling errors and broadening the allowed types of mitigation for new or change permit applications. She also updated the Committee on potential augmentation planning. Sroufe Water Main Replacement – Update: PWD Lang described the water main replacement project and that the construction contract was on the March 14th city council agenda for approval. Anticipated construction start date is scheduled for May 1, 2023. UCM Clausen suggested that South Kitsap Western Little League be notified due to the construction timeline and potential street closures affecting parking along Sroufe. PWD Lang acknowledged that staff will communicate with the organization prior to any work commencing. Wells 6 & 7 Chlorination Equipment – Discussion: UM Brown reported that the chlorination equipment at Wells 6 & 7 is antiquated and in need of replacement. She suggested that we look into chlorine generation equipment to which the Committee agreed. Marina Pump Station – Update: PWD Lang gave an update on the status of the various permits and agreements needed to begin construction on the Marina Pump Station. All have been addressed and are either finalized or in the process. Asset Management/Computerized Maintenance Management System - Discussion: UM Brown reported on the Asset Management Plan that has been begun by our consultants. She further discussed the need to move forward with the purchase and implementation of software for a CMMS. The plan is to implement the new software for sewer only as a pilot program. Water Metering Systems - Discussion: UM Brown presented information on the various types of water meter reading systems available. A discussion ensued and it was decided that staff would continue investigating metering systems and develop a plan of implementation for further review by the Committee. Annapolis Lift Station – Discussion: PWD Lang discussed a lift station owned and operated by West Sound Utility District that backs up into the COPO system when there is a power outage. West Sound will be contacted to discuss a solution to this problem.
