03/28/2023 - Minutes City of Port Orchard Utility Committee Meeting Minutes March 28, 2023 at 5:00 PM Utility Committee Members; Chair Cindy Lucarelli, John Clauson and Mark Trenary met on March 28, 2023, via Zoom Meeting. Also present: Public Works Director Tony Lang, Finance Director Noah Crocker, and Utility Manager Jacki Brown. Foster Pilot Project – Update: UM Brown explained that the City’s water rights attorney, Thomas Pors, has been collaborating with the tribe’s attorney. Mr. Pors is working on drafting an Adaptive Management Plan regarding stream augmentation. City staff will be meeting with tribal representation next week in a collaborative effort to find a path forward. Kitsap County Solid Waste Planning– Discussion: PWD Lang described that the Kitsap County Solid Waste Division is currently working on updating the 2008 Kitsap County Solid Waste Planning ILA. KC is the lead agency for these planning efforts and the city is already a member of the expiring ILA. The Solid Waste Advisory Committee (SWAC) assists in the development and continuous review of the program and policies. PWD Director Lang communicated that he has been a part of the SWAC since February 2023. The ILA is valid for 10 years and the city can withdraw from the ILA with a 12 month notice of withdrawal. This withdrawal would constitute the city having to develop its own solid waste and moderate risk plan. Wells 4 & 7- Update: UM Brown reported that public works dept. believes it has discovered Well 4. The PW crew was conducting a cleaning operation in the clearwell at City Hall and isolated Well 7 from the incoming flow only to discover there was an additional source of ~30gpm still coming into the clearwell. The crew traced the line back to a wellhead that is located a few feet to the west of the existing chiller. Public Works will conduct a test of eliminating the flow to any outfall to determine if there are negative consequences of isolating this source. UM Brown explained she will be applying for a preconstruction loan to obtain a preliminary engineering report for potentially moving the treatment facility over to the Well 7 wellhead at the bottom of PO Blvd. Asset Management/Computerized Maintenance Management System - Update: UM Brown reported that the city recently received the Strategic Asset Management Plan (SAMP) from the consultant. The program was developed to be in alignment with the 2018 Comprehensive Plan and the city’s Guiding Principles. The city attorney is working on the draft policy and an accompanying Resolution for council adoption/approval in late April/May. UM Brown explained that the program has two main objectives- develop the full asset management program and CMMS implementation. The Asset Management Team will be meeting in April to discuss next steps. Water Metering Systems - Update: UM Brown explained that an internal city team has been formed for collaboration and is scheduled to meet every 2 weeks. The city is reaching out to local jurisdictions at this time to solicit feedback on their experience and current metering systems.
