059-23 - Resolution - Contract with Lincoln Construction for City Hall RenovationsDocuSign Envelope ID: 93350778-796D-465E-9EC4-F728EOFD1 B86 RESOLUTION NO. 059-23 A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, MAKING A MOTION TO AWARD A CONTRACT TO LINCOLN CONSTRUCTION, INC. FOR THE CITY HALL RENOVATIONS PROJECT AND DOCUMENTING PROCUREMENT PROCEDURES. WHEREAS, the City routinely inspects and assesses the condition of its facilities and in the course of its inspections of the City Hall facility, staff determined the need for a City Hall Renovations Project (the "Project"); and WHEREAS, pursuant to the City's Procurement Policies and Procedures, Resolution No. 036-22, Section 5 Bid Procedures, the City's Public Works Department, in coordination with the City's design consultant, prepared an Invitation to Bid for this Project, advertised in the Kitsap Sun and Daily Journal of Commerce on April 7 and April 14, 2023, and on April 7, 2023, the bid documents were uploaded to the Washington Builder's Exchange and the City's Webpage for the Project; and WHEREAS, on May 2, 2023, by the 10:30 am bid deadline, the City Clerk received one (1) sealed bid; and WHEREAS, after confirming that there were no objections made and that there were no challenges to the public opening process, the sealed bid was opened and read aloud by the City Clerk; and WHEREAS, the City Clerk prepared a Bid Tabulation form, and the Public Works Department prepared a Bid Evaluation form, resulting in an initial determination that Lincoln Construction, Inc. provided a qualified, responsible, and responsive bid; and WHEREAS, on May 2, 2023, the City's Public Works Department completed the MRSC Mandatory Bidder Responsibility Checklist for Lincoln Construction, Inc., and confirmed that Lincoln Construction, Inc. submitted a qualified, responsible, and responsive Bid, and further confirmed that all applicable bidding procedures were followed for this Project; and WHEREAS, the Project is comprised of a base bid and four alternates, and the Contract for the Project may be awarded in whole or in part by the City Council; and WHEREAS, the Port Orchard City Council, at the 2015 recommendation of the State Auditor's Office, wishes to document their selection/procurement process as described above for this particular contract by Resolution; now, therefore, THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: DocuSign Envelope ID: 93350778-796D-465E-9EC4-F728EOFD1 B86 Resolution No. 059-23 Page 2 of 2 THAT: It is the intent of the Port Orchard City Council that the recitals set forth above are hereby adopted and incorporated as findings in support of this Resolution. THAT: The City Council authorizes the Mayor to execute a contract in a form that is acceptable to the City Attorney with Lincoln Construction, Inc. for the City Hall Renovations Project, including the Base Bid and the following alternates: 1, 2, 3, & 4. The Mayor is authorized to take all actions necessary consistent with this authorization to effectuate this approval.; THAT: The Resolution shall take full force and effect upon passage and signatures hereon. PASSED by the City Council of the City of Port Orchard, SIGNED by the Mayor and attested by the City Clerk in authentication of such passage on this 13th day of June 2023.
