06/13/2023 - Minutes City of Port Orchard Utility Committee Meeting Minutes June 13, 2023 at 5:00 PM Utility Committee Members; Chair Cindy Lucarelli, John Clauson and Mark Trenary met on June 13, 2023, via Zoom Meeting. Also present: Public Works Director Tony Lang, Mayor Rob Putaansuu, Community Development Director Nick Bond, and Utility Manager Jacki Brown. Foster Pilot Project – Update: UM Brown reported on a meeting with the Squaxin Island Tribe. They were very receptive to the Adaptive Management Plan approach to the water rights’ applications. Staff will be holding a similar meeting with the Suquamish Tribe in the near future. Following that meeting, the consultants will draft the Reports of Examination for submission to the Department of Ecology. Stormwater Comprehensive Plan– Presentation: The Committee viewed a short video presentation on the Stormwater Comprehensive Plan and Levels of Service with the financial requirements to meet those levels. They also reviewed a memo from the financial consultant outlining additional options since we now know that the growth levels have risen above what was anticipated in the Plan. These will be reviewed by the full Council at a later date. Sewer Rate Study - Update: The scope and budget for the Sewer Rate Study was presented. The budget requested is $85,825. This includes analysis of other charges and fees ancillary to the utility rates. The cost of this study was inadvertently left out of the 2023-2024 budget and will be part of the next budget adjustment. Cross Connection Control Program - Update: UM Brown presented a proposed new section to the Port Orchard Municipal Code - the Cross Connection Control Program, POMC 13.07. This is not a new requirement, only further defining and strengthening the existing program. The Committee agreed with the Program and recommended it go to the full Council at a Work Study Session for discussion. Fats, Oils and Grease Control Program - Update: UM Brown presented a proposed new section to the Port Orchard Municipal Code - the Fats, Oils, and Grease Control Program, POMC 13.05. This is not a new requirement, only further defining and strengthening the existing program. The Committee agreed with the Program and recommended it go to the full Council at a Work Study Session for discussion.
