A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, AUTHORIZING
THE MAYOR TO EXECUTE A CONTRACT WITH FINANCIAL CONSULTING
SOLUTIONS, INC. DBA FCS GROUP FOR A SEWER RATE STUDY AND
DOCUMENTING PROFESSIONAL SERVICES PROCUREMENT PROCEDURES.
WHEREAS, in February 2022, the City hired a consultant to conduct a general sewer plan
update for the City's Sanitary Sewer System and during this process, the City identified a need
to review the City's sewer rates; and
WHEREAS, the City desires the assistance of a consultant with expertise in sewer rate
study analysis for this project; and
WHEREAS, on February 9, 2023, pursuant to the City's Procurement Policies Resolution
No. 036-22, as amended, the City's Public Works Department established a list of qualified
consultants for the project from the MRSC 2023 Consultant Roster for the Main Category —
Financial Services and Sub -Category— Rate Studies; and
WHEREAS, on February 10, 2023, the City's Public Works Department selected four (4)
qualified consultants from the MRSC 2023 Consultant Roster; and
WHEREAS, on February 23, 2023, after reviewing the Statement of Qualifications and
scoring the consultants based upon the overall qualifications, the City's Public Works
Department selected Financial Consulting Solutions dba FCS Group (the "Consultant), as the
responsible and responsive consultant for the project; and
WHEREAS, Public Works Staff met with the Consultant to clarify the project
understanding, the associated contract terms; and
WHEREAS, upon completion of the Bidder's Checklist on May 5, 2023, the City's Public
Works Department recommends the City Council approve Financial Consulting Solutions dba
FCS Group for the Sewer Rate Study Project; and
WHEREAS, the Port Orchard City Council believes Financial Consulting Solutions dba FCS
Group to be the most highly qualified consulting firm for this Project; and
WHEREAS, the Port Orchard City Council, at the 2015 recommendation of the State
Auditor's Office, wishes to document their consultant selection process as described above for
this particular contract by Resolution; now, therefore,
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES
AS FOLLOWS:
THAT: It is the intent of the Port Orchard City Council that the recitals set forth above
are hereby adopted and incorporated as findings in support of this Resolution.

THAT: The City Council approves and authorizes the Mayor to sign a Contract with
Financial Consulting Solutions dba FCS Group for the Sewer Rate Study Project, in a form
acceptable to the City Attorney.
THAT: The Resolution shall take full force and effect upon passage and signatures
hereon.
PASSED by the City Council of the City of Port Orchard, SIGNED by the Mayor and attested
by the Clerk in authentication of such passage this 27th day of June 2023.
