063-23 - Resolution - Safe Routes to School Program FundingDocuSign Envelope ID: 4D6FEF55-E997-4328-A022-8A4EF4D14C08 RESOLUTION NO. 063-23 A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, ACCEPTING 2023-25 SAFE ROUTES TO SCHOOL PROGRAM STATE FUNDING, AS MANAGED BY THE WASHINGTON STATE DEPARTMENT OF TRANSPORTATION (WSDOT). WHEREAS, the City of Port Orchard Public Works Department applied for 2023-25 Safe Routes to School Program funding through the Washington State Department of Transportation (WSDOT) for the Sidney Rd Non -Motorized Improvements (SR-16 to Hovde) Project (the Project); and WHEREAS, on May 19, 2023, the City of Port Orchard Public Works Department was notified by WSDOT that the Project was selected to receive $1,394,750 in State funding for Engineering and Construction from WSDOT through the 2023-25 Safe Routes to School Program; and WHEREAS, City acceptance of this state funding requires a local commitment of $547,390 to complete the project and will be funded from Transportation Impact Fees; and WHEREAS, the Port Orchard City Council has determined it to be in the best interest of the City to accept the grant funding from WSDOT for the Project; now, therefore, THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: THAT: It is the intent of the Port Orchard City Council that the recitals set forth above are hereby adopted and incorporated as findings in support of this Resolution. THAT: The City Council hereby accepts the 2023-25 Safe Routes to School Program Grant Funding from Washington State Department of Transportation (WSDOT) for the Sidney Rd Non -Motorized Improvements (SR-16 to Hovde) Project, described in the WSDOT award letter, attached hereto as Exhibit A and incorporated herein by this reference. The Mayor is authorized to execute all documents necessary to effectuate this acceptance. THAT: The Resolution shall take full force and effect upon passage and signatures hereon. Sidewalk (6' wide + with curb and gutter, some areas will be separated by a buffer: east side of road from SW Hovde Rd to Glenwood Rd SW (^340'); west side of the road from Glenwood Rd SW to Birch Rd SW (-600'); west side of the road from north boundary of mini -storage development to the northern terminus —200' north of SR-16 overpass (-1,500'), with exception of 5' wide for short segments (<100') adjacent to a culvert that narrows the available street ROW width and (320') between SW Hovde Rd and Glenwood Rd SW with limited ROW availability. b. Street lighting along school frontage (and otherwise as noted at intersections) providing illumination of pedestrian areas (some locations of illumination included in separate federally funded project) c.
