A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, ACCEPTING
2023-25 PEDESTRIAN & BICYCLE SAFETY PROGRAM STATE FUNDING, AS
MANAGED BY THE WASHINGTON STATE DEPARTMENT OF TRANSPORTATION
(WSDOT).
WHEREAS, the City of Port Orchard Public Works Department applied for 2023-25
Pedestrian & Bicycle Safety Program funding through the Washington State Department of
Transportation (WSDOT) for the Tremont Street Non -motorized Improvements, Phase 2 & 3 —
Development/Design Project (the Project); and
WHEREAS, on May 19, 2023, the City of Port Orchard Public Works Department was
notified by WSDOT that the Project was selected to receive $732,000 in State funding for
Preliminary Engineering from WSDOT through the 2023-25 Pedestrian & Bicycle Safety
Program; and
WHEREAS, City acceptance of this state funding does not require a local match; and
WHEREAS, the Port Orchard City Council has determined it to be in the best interest of
the City to accept the grant funding from WSDOT for the Project; now, therefore,
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES
AS FOLLOWS:
THAT: It is the intent of the Port Orchard City Council that the recitals set forth above
are hereby adopted and incorporated as findings in support of this Resolution.
THAT: The City Council hereby accepts the State 2023-25 Pedestrian & Bicycle Safety
Program Grant Funding from Washington State Department of Transportation (WSDOT)
for the Tremont Street Non -motorized Improvements, Phase 2 & 3 -
Development/Design, described in the WSDOT award letter, attached hereto as Exhibit
A and incorporated herein by this reference. The Mayor is authorized to execute all
documents necessary to effectuate this acceptance.
THAT: The Resolution shall take full force and effect upon passage and signatures
hereon.
PASSED by the City Council of the City of Port Orchard, SIGNED by the Mayor and
attested by the City Clerk in authentication of such passage this 27th day of June, 2023.

the Pedestrian & Bicycle Safety program. The state funding is limited as shown below:

In order to meet state requirements, the following are required:
■ Project expenditures incurred before receiving notice from Local Programs of state fund
authorization are not eligible for reimbursement.
■ Please refer to the Local Programs webpage for detailed authorization information, including:

✓ Local Agency Guidelines (LAG) manual for detailed requirements.
✓ Transportation Improvement Program (TIP) and Statewide Transportation Improvement
Program (STIP) amendments, as applicable.

✓ Local Project Report required to be completed by the end of June and December each year.

Project Description: Community Engagement Events, Pedestrian/Bicyclist Counts, Conflict analysis,
Planning/analyzing pedestrian/bicyclist networks, Level of Stress Analysis, Route Directness Analysis,
Preliminary Right of Way Activities, Preliminary Environmental Analysis, 90% Preliminary Engineering,
Preliminary Pedestrian/Bicyclist Safety Plan Analysis
Detailed Project Description:
1) Design a solution that connects active travelers from central Port Orchard vicinity to downtown
Port Orchard in the north portion of the city. Evaluate opportunities along the following
corridors at a minimum:
a. Along Port Orchard Blvd (between the intersection of Port Orchard Blvd with Bay St and
the intersection of Port Orchard Blvd with Tremont St)
b. Along Tremont St (from just west of intersection with Port Orchard Blvd with Tremont St
and the SE Lund Ave bridge)
c. Along Sidney Ave (between intersection of Lippert Dr W with Sidney Ave and Melcher St
with Sidney Ave)
2) Conduct pedestrian and bicyclist counts
3) Collect conflict analysis data (example, analysis of video or other field observation data)
4) Conduct preliminary pedestrian/bicyclist safety plan analysis to support development of a Local
Roads Safety Plan
5) Evaluate roadway and intersection level of traffic stress
6) Evaluate route directness between origins/destinations (including availability of crossings that
create or mitigate active travel detours)
7) Evaluate pedestrian and bicyclist network (origin/destination analysis and links and nodes used
to travel between them) in order to develop a network plan
8) Develop alternatives for community input.
9) Provide a minimum of 5 community engagement events:
a. Include outreach to user groups, including but not limited to West Sound Cycling and
the Local ADA chapter
b. Target community neighborhoods adjacent to Tremont St for input before considering
active transportation alternatives
c. Host workshop(s) at one or more locations in the neighborhoods where the city is
targeting outreach and where lower income residents can more easily access the
event(s), (example suggested by city, Van Zee Park).
10) Conduct preliminary right of way evaluation for preferred alternative(s)
11) Conduct preliminary environmental analysis for preferred alternative(s)
12) Develop one or more designs for improvements meeting the primary need, with at least one
design reaching 90% preliminary engineering. It is recommended that other improvement
designs be developed to at least 30% to facilitate more competitive future construction grant
applications.
