09/12/2023 - Minutes City of Port Orchard Utility Committee Meeting Minutes September 12, 2023 at 5:00 PM Utility Committee Members; Chair Cindy Lucarelli, John Clauson and Mark Trenary met on September 12, 2023, via Zoom Meeting. Also present: Finance Director Noah Crocker and Utility Manager Jacki Brown. Foster Pilot Project – Update: UM Brown reported on a meeting with the Suquamish Tribe and the Washington State Department of Fish and Wildlife. They were receptive to the Adaptive Management Plan approach to the water rights’ applications. The consultants will draft the Reports of Examination for submission to the Department of Ecology. Asset Management Program– Update: The City’s Asset Management Committee has reviewed and commented on a draft of the RFP for the Computerized Maintenance Management System software. It will be released in the next few weeks. McCormick Woods Water System Sanitary Survey - Update: The Office of Drinking Water conducted a sanitary survey of the McCormick Woods Water System on Friday, September 8th. There were no findings or required repairs. ODW also audited the Well 11 project since it is DWSRF funded. UM Brown also reviewed the idea to upgrade Well 7 and the plan to fund through the DWSRF. ODW was very receptive to the idea. Metering System - Update: UM Brown presented a new metering system that is being tested in the McCormick Woods Water System. It is a smart metering system that will collect meter readings without the usual bi-monthly visit to manually or touch read the meters. This will be a great savings to our available manhours. There will be further updates as more aspects of the new system are tested. Projects - Update: UM Brown presented an update to several of the utility projects that are taking place in the City as follows: McCormick Lift Station 1 – the air-vacs have been installed and we are waiting for the rainy season to see if the grouting and patching will keep the station dry. Well 11 – The NTP was issued on 9/5 and work has commenced. Marina Lift Station – The contract has been signed and work will begin shortly. Bay Street Lift Station – The application for pre-construction funding has been approved. We are just waiting for the paperwork. 390 Zone Booster Station – This project has proved to not be feasible and will be abandoned. Melcher Pump Station - The ad-ready plan will be ready in the next couple of week so that we can solicit bids to perform the work. Lift Station Controls – The plans are at 90% completion. This project is progressing according to the schedule. Well 7 – PW will be installing a new chlorine generator in the next month to replace the temporary chlorinator. UM Brown is submitting an application to the DWSRF to fund moving the treatment system to the wellhead and upgrading the equipment and security of this well.
