03/22/2023 - MinutesSEWER ADVISORY COMMITTEE MEETING MINUTES March 22, 2023 The meeting was called to order at 6:31 PM by Councilmember Lucarelli. Present were Commissioners Lundberg, Hart, and Way of the West Sound Utility District; WSUD General Manager Screws; SKWRF Plant Manager Grabill; and City Utility Manager Brown. Councilmembers Clauson and Trenary were excused. APPROVAL OF MINUTES Commissioner Hart made a motion, seconded by Commissioner Lundberg, to approve the minutes of November 8, 2022. The motion passed with three in favor and one abstention. PSE CONSERVATION GRANT AGREEMENT Continuous work with PSE on Conservation Grant Agreement. It has been a positive step for the plant in various ways. It has helped us all learn better ways to operate and has shown us new and advanced equipment and devices for treating wastewater. It provides free rentals of tools, meters, and equipment, with only paying the return shipping costs. We have earned grant money for reaching milestones in the program. While not an official agreement, we have been preapproval for over $100,000 in grant funding because we are in the program that we have yet to take advantage of. This approval was for anoxic mixer replacement, and the grant is only effective if staff completes the project in-house. We are seeking additional grant funding through PSE for our current RDT project. ROTARY DRUM THICKENER • 100% design approved and stamped by D.O.E. • Construction QAP submitted and approved by Ecology. • Thickener delivery set for 515. • Mobilization set to begin 5/12. • Closeout set for 7/1, with full completion by the end of August. NUTRIENT GENERAL PERMIT • Ongoing testing and documentation. • We did come in under our reporting limits of nutrients for 2022. Our Action level is 215,000 lbs. We came in 33% below that limit at 143,405 lbs. If we exceeded the 215,000 lbs. action level, we would be held to more strict reporting and additional requirements such as equipment procurement, capital projects, and such to modify the plant processes to maintain levels below what is required. So, coming in under that limit is where we want to be. • Grant funding through the Department of Ecology is active. There is $119,000 available for SKWRF to claim and utilize for nutrient optimization actions. • Ongoing collaboration with Jacobs engineering through AWC on nutrient optimization planning. The nutrient Optimization Plan (NOP) was finalized and submitted to DOE on March 21', yesterday. PRIMARY SKIMMER REPLACEMENT The order was placed for the primary skimmer replacement. This replacement may go into next year due to the lead time set for September 2023, and since this replacement will be done in-house, staffing concerns may be an additional factor in completion times. GENERATOR #1 LOAD BANK Seeking quotes for generator switchgear replacement. This has been difficult, and we have only received two. We are hoping to replace it this year due to its current condition. GRIT PUMP REPLACEMENT Seeking quotes on a grit pump replacement. I have received three quotes and am awaiting a final to proceed. AMMONIA ANALYZERS These have been installed and are currently in service. MARINA PUMP STATION The plans have been submitted to the Department of Ecology and the City is waiting on final approval to go to bid. ANNAPOLIS LIFT STATION General Manager Screws will look into the condition of this lift station and the possibility of temporary power generation. MEETINGS The next meeting will be held at 6:30 PM, June 21, 2023 at the Port Orchard City Hall or via zoom. There being no further business, the meeting was adjourned at 7:26 PM.
