04/19/2017 - MinutesCity of Port Orchard Land Use Committee Meeting Minutes – April 19, 2017 Committee Members Present: Scott Diener (Chair), John Clauson, Bek Ashby (for Shawn Cucciardi) City Officials and Staff: Mayor Rob Putaansuu, Community Development Director Nick Bond, Associate Planner Keri Sallee Chairman Diener called the meeting to order at 7:30 a.m. 1. Discussion: Update to Parks Comprehensive Plan. Community Development Director Bond said that during the Council retreat, he had been asked to come up with a budget for updating the City’s parks comprehensive plan. Based on a review of similar plan updates done by consultants for nearby local jurisdictions, Bond estimated that it would cost approximately $40,000. If Council wants the update to be on the Community Development Department’s 2017 work plan, a mid-year budget amendment will be required. Bond said that the update would probably take six to nine months, and would include public outreach and involvement, review of the City’s parks inventory, capacity needs and development plans, and analysis of the existing parks impact fee. If the City’s plan is updated by fall 2018 and certified by the state Recreation and Conservation Office (RCO), the City will then be eligible for the next round of RCO grant funding in 2019. Council Member Ashby asked if the student studio group from the University of Washington Master of Urban Planning program that worked on the City’s 2016 comprehensive plan update could be involved with the outreach portion of the parks plan update as well. Bond said that he will reach out to the studio director and see if there is any opportunity for this; however, the financial analysis portion of the update should still be sent to a consultant. Bond will update the committee on this issue at the May meeting. 2. Discussion: Draft Sign Regulations. Bond said that the Sign Regulations Review Committee held its final meeting on April 12. The sign committee voted to approve a working draft of the new sign regulations code, to be forwarded to the Planning Commission for initial review at its May meeting. In conjunction with the City Attorney and staff, the sign committee created a sign code that is “content-neutral” (i.e., that does not regulate signs based solely upon the type of content, such as political signs or real estate signs), in order to comply with a recent Supreme Court decision, Reed v. Town of Gilbert. The updated code also consolidates the City’s sign regulations into one location, and reflects new sign technology and formats. The public comment period on the sign code ends on May 30. The Planning Commission will be asked to provide a recommendation to City Council on the sign code in June, and it will be brought to Council work-study in July, with potential adoption in August. As a followup to sign code adoption, the City may also want to review current sign permit fees. Bond will update the committee on this issue again at the May meeting. 3. Discussion: R8-MWD Zone and Zoning Map Amendment. Bond said that this proposed Zoning Map amendment for Parcels D and E of McCormick Woods will have a Planning Commission hearing on May 2. The amendment would rezone Parcels D and E from R8 to the newly-created zone of R8-MWD, and will allow the developer to use the R8-MWD standards when developing these parcels. The amendment is proposed to be brought to the full Council in May. 4. Discussion: Residential Design Standards. The proposed single-family detached and duplex residential design standards were discussed at the Council’s April work-study session, and it was determined that they would not be included in the Title 20 draft at this time. The committee also discussed Peninsula Feed’s lease of City property along Bay Street, and the Fathoms O’ Fun parade.
