Chairman Diener called the meeting to order at 7:30 a.m.
1. Presentation: Code Abatement for Derelict Buildings. Code Enforcement Officer Price gave a
presentation on the status of derelict and dangerous buildings that are currently under active code
enforcement or monitoring for abatement. Price explained the differences between the 1997 Uniform Code
for Abatement of Dangerous Buildings (UCADB) that the City has adopted and the “Unfit Buildings and
Structures” code in RCW 35.80. The committee discussed the potential annual costs and funding sources for
abatement, including demolition, based on the current number of buildings under enforcement. Price will work
on code amendments to improve the City’s ability to abate derelict and dangerous buildings and provide to full
Council for discussion.
2. Discussion: Proposed No-Parking on Blackstone Court in Eaglecrest. Police Commander Schuster
discussed the request of a homeowner on Blackstone Court in the Eaglecrest subdivision to have “No
Parking” signs installed and enforced on one side of the road. The homeowner stated that when cars park on
both sides of the road, there is insufficient room for emergency vehicles to pass. Schuster does not believe
this is correct and does not recommend any change. The Committee informed Mr. Richard Burris, a
representative of the Eaglecrest HOA who was in the audience, that if the HOA wishes to pursue the request,
it should submit a petition to Council with the signatures of a majority of the homeowners on the street.
3. Discussion: Multi-Family Property Tax Exemption Code. Development Director Bond presented a draft
of a new Multi-Family Property Tax Exemption Code (POMC Chapter 3.48) that would provide time-limited
property tax relief incentives to developers who build new multi-family residences or mixed-use development
with a multi-family residential component in designated areas, pursuant to RCW 84.14. Bond stated that draft
code was reviewed by the Economic Development and Tourism committee at their May meeting and it is on
the Council’s agenda for the July work-study meeting.
Other Items:
Councilman Cucciardi discussed a proposal by Verizon to install “small cell towers” on existing utility poles in
various locations to boost signal strength and improve coverage in areas with inadequate cell phone
reception.
Bond reported that he met with the City of Bremerton regarding potential park mitigation for the Sinclair Ridge
project, whose residents are likely to use the nearby McCormick Woods Park. The developer is interested in
meeting some of Sinclair Ridge’s recreational amenity requirements by providing mitigation fees or otherwise
contributing to improvements within McCormick Woods Park.
Chairman Diener adjourned the meeting at 8:40 am.
