07/13/2015 - MinutesCity of Port Orchard Public Property Committee Meeting Minutes Monday July 13, 2015 Committee Members present: Council members Bek Ashby & Fred Chang City Staff Present: Development Director Nick Bond, Public Works Director Mark Dorsey, Treasurer Allan Martin, Parking Enforcement Officer Melody Lohre, Police Commander Dale Schuster, City Clerk Brandy Rinearson, DCD Front Counter Clerk Lisa Stone, & Associate Planner Elle Davis Guests: Mayor Tim Matthes & Brody Miller The meeting was called to order at 8:38 a.m. by Councilmember Fred Chang. 1. Discussion: Residential Parking Permit System. City Clerk Brandy Rinearson said her department and the police got together to review the residential parking system. They proposed limiting parking permits to 4 vehicles per address and renew every two years instead of every five years. Public Works Director Mark Dorsey asked the limit per household now and Rinearson stated there was no limit. Rinearson also stated permitted cars would be required to move every seven days when previously they didn’t have a limit. Police Commander Dale Schuster said requiring people to move their cars gave the police a chance to ticket cars if they are violating the system. Rinearson said the city attorney suggested charging a fee for the residential parking permit. Committee agrees to recommend approval of changes and charging a fee. 2. Discussion: City Hall Exterior Investigation Work Proposal. Dorsey stated painting exterior of city hall and cleaning roof was in the 2015 city budget. Dorsey met with two sets of people to write specs for a bid for the work. Upon closer examination it was deemed painting city hall would do no good, the roof was designed with no venting, hardy siding doesn’t expand like it should and windows are failing because seals pop and they weren’t installed properly. Dorsey suggested city should pay $28,200 to get an investigation to see what exactly needs to be done and how soon. Treasurer Allan Martin said city hall would be paid off in 2019 and the most cost effective approach may be to do this work if/when the building gets expanded. Council members Bek Ashby and Chang recommend that Dorsey bring a contract forward for approval. 3. Discussion: Grant Awards. Development Director Nick Bond sent out an email about the grant awards. Bond said the city would move forward on designing McCormick Village Park. Bond stated there is money for a playground, picnic area, fish barrier removal, trails, pedestrian bridge, entry plaza, and viewing platform. Committee held a discussion about public works staffing and time line for the completion of projects. Bond also said there was a grant for acquiring property for the Bay Street Pedestrian Pathway. Bond said things will be brought forward as they become available. 4. Discussion: Use of Bay Street by Merchants. Bond received a couple requests to use sidewalk on Bay Street. Bond stated he received a call from WSDOT saying they are six months out to get a lease and talked to them about entering into an inter-local agreement regarding the right of way on Bay Street. Committee is unable to give permission to use the ROW on Bay Street at this time. With that discussion, Chang closed the meeting.
