07/26/2016 - MinutesCity of Port Orchard Council Finance Committee A meeting of the Council Finance Committee was held at City Hall July 26, 2016 at 7:30 am. PRESENT: Chairman John Clauson, members Bek Ashby and Shawn Cucciardi, Mayor Rob Putaansuu, HR Coordinator Deborah Howard, and Treasurer Allan Martin. Chairman Clauson called the meeting to order at 7:35 a.m. Finance Report Treasurer Martin reported the overall sales tax revenue was up 8.3% over year-to-date projections. The amount overall is $198,384 greater than expectations for the year. Overall, 2016 collections total $2,562,093. Real estate excise tax collection remains strong and on track to surpass the budgeted amount of $400,000. The committee reviewed General Ledger Cash and Investments for all funds. Grand total of all funds ending fund balance $20,035,833. Members inquired regarding impact fee totals. Human Resources Staff conducted a survey of surrounding cities to determine whether or not Director Salaries where on par with peer groups. The Committee’s concern was to determine if salaries and benefits were structured to keep staff from moving to nearby jurisdiction and jobs. The survey recognized that salaries where within range but lagging somewhat. Chairman Clauson reminded the group that city had conducted a professional survey in 2006 or so, and asked if it could be updated, and to include all non-represented employees considering that union position wages had been recently considered in contract negotiations. HR Coordinator Deborah Howard will contact the consultant to see if the 2006 work could be updated. The Committee asked that the treasurer calculate an increase to wages and benefits over the biennial period, to include phasing in salary study results dependent on available of revenue collection. Salaries will be addressed in the upcoming budget process and include all non-represented positions. Administration Mayor Putaansuu updated his negotiations regarding ongoing discussions on an Interlocal Agreement South Kitsap Fire & Rescue to provide fire inspection services for the City. A fee schedule of Bainbridge Island was discussed. Permit activity, inspection fees, and funding sources were discussed. The inspect fee is for construction plan review, not for an annual inspection of business by the district. More information will be available as discussions with the district progress.
