06/13/2016 - MinutesCity of Port Orchard Economic Development and Tourism Committee Meeting Minutes Monday, June 13, 2016 Committee Members Present: Council Members Bek Ashby, Fred Chang and Clancy Donlin. City Staff and Officials: Mayor Rob Putaansuu, Development Director Nick Bond, City Clerk Brandy Rinearson, Associate Planner Keri Sallee. The meeting was called to order by Chair Ashby at 9:05 a.m. 1. Presentation: Paul Avis, KPUD Telecom Superintendent. Paul Avis gave an overview of the KPUD’s role in providing telecommunications infrastructure within Kitsap County. KPUD is a “middleman” between consumers and service providers, and does not hold a franchise agreement or provide telecom service. They do not install telecom facilities in anticipation of growth or increased demand, as a service provider (such as Comcast or Centurylink) might do with the intent of recouping costs over the long term. KPUD installs facilities only upon request and requires full payment by the person or entity requesting the installation. At present, there are no plans to expand existing KPUD facilities in the Port Orchard area. 2. Discussion: Sidewalk/ROW Use Code and Permitting. Development Director Bond gave an overview of a draft code to address use of City right of way (ROW) by the public for purposes such as sidewalk displays, outdoor seating and newsstands. The ROW code will be moved forward to City Council after Public Works Department and City Attorney review. 3. Discussion: Draft Public Event Ordinance and Application. City Clerk Rinearson presented a draft ordinance for permitting special events on City ROW and parks. The Committee discussed application timing, prioritization and fees for special event permits. Rinearson will make some changes and bring the draft ordinance back to the Committee for further discussion. 4. Discussion: City Wayfinding Trademark, Use Agreement and Policy. Rinearson discussed a draft policy for use of the City’s wayfinding logo/mark by the public. The City attorney is looking into trade marking the city’s wayfinding logo. Rinearson will report back at a future meeting. Ashby adjourned the meeting at 10.55 a.m. Next Meeting/Location: July 11, 2016, at 9:00 a.m. in the Council Chambers.
