04/11/2016 - MinutesCity of Port Orchard Economic Development and Tourism Committee Meeting Minutes Monday, April 11, 2016 Committee Members Present: Council Members Bek Ashby, Fred Chang and Clancy Donlin. City Staff and Officials: Mayor Rob Putaansuu, Development Director Nick Bond, City Clerk Brandy Rinearson, Associate Planner Keri Sallee. Guests: Matt Murphy (Port Orchard Chamber of Commerce), Christine Stansbery (Sidney Museum and Arts Assoc.) The meeting was called to order by Chair Ashby at 9:05 a.m. Discussion: 2016 Extended Summer Foot Ferry Services. City Clerk Rinearson presented the proposed 2016 foot ferry funding agreement and cost estimate. The Committee approved moving the item forward to City Council. Discussion: 2016 Lodging Tax Contract. Rinearson presented the proposed professional services agreement for organizations that receive City lodging tax funds. The Committee approved moving the item forward to City Council with amendments as discussed. Update: Fathoms Carnival Displacement of Parking. Rinearson reported that the carnival has been cancelled for 2016. Discussion: Wayfinding Signs. The Committee discussed the recently-created Port Orchard wayfinding mark (logo), and ways that the City’s brand identity could be strengthened and protected using the wayfinding mark. The city attorney will investigate a license and language in the LTAC contract and event application to encourage use of the mark. Discussion: Draft Economic Development Comp Plan Element. Council Member Ashby recommended several changes to the current draft element, which staff will address. Bond said that the full draft comprehensive plan will have a public hearing before the Planning Commission on May 3. Discussion: Outreach to Primary Employers in Port Orchard. The Committee and guests discussed ways to reach out to Port Orchard businesses to improve communication, assist their needs and encourage further investment in the community. Discussion: Welcome Wagon for New Businesses. Council Member Donlin proposed that the City provide a “welcome package” to new businesses, which would include helpful information on government services, the Chamber of Commerce, service organizations, and similar resources. The Mayor and Matt Murphy will work on ideas for this. Ashby adjourned the meeting at 10:55 a.m. Next Meeting/Location: May 9, 2016, at 9:00 a.m. in the Council Chambers.
