Meeting Minutes
Monday November 9, 2015
Committee Members Present: Council members Bek Ashby, Rob Putaansuu & Fred Chang

The meeting was called to order by Councilmember Bek Ashby at 10:10 a.m.
Discussion: Special Events Ordinance. The committee held a discussion about the Special Events
Ordinance redlined version. The committee asked City Clerk Brandy Rinearson to bring a revised
ordinance to December Work Study.
Discussion: Public Event Toolkit. Rinearson stated the toolkit will be load onto the city website
once the Special Events Ordinance is approved.
Discussion: Foot Ferry Meeting Follow Up. Rinearson stated City of Bremerton, Port of
Bremerton and City Representation held a meeting to discuss foot ferry ridership and funding. The
committee decided to recommend to the council the foot ferry run on Memorial Day weekend, then
Saturday, Sunday and holidays from late June until Labor Day.
Discussion: UGA Boundaries. The committee held a discussion about the alternatives to the UGA
Boundaries provided by Kitsap County in their Draft EIS for the Comprehensive Plan Update.
Discussion: Sign Ordinance. Development Director Nick Bond announce that he will continue
working on a new sign code with the new attorney after they have been selected.
Discussion: Sidewalk Usage. The committee held a discussion about the sidewalk usage permit.
Bond stated a ROW use permit ordinance should be brought forward to council as soon as it is
ready.
Discussion: Permit Report. Bond provided update numbers on permit volume and state that he
will provide council with a yearend permit report in January.
Discussion: Comp Plan Update. The committee held a discussion about the status of the
comprehensive plan update. Bond indicated that the department would need staffing assistance in
order to complete the Comp Plan Update by the June 30, 2015 deadline. Bond will provide a draft
of the Parks Element close to January 1st with the other elements being completed shortly
thereafter.
With that discussion, Ashby closed the meeting.
