01/12/2015 - MinutesCity of Port Orchard Economic Development Tourism Committee Meeting Minutes Monday January 12, 2015 Council Members present: Council members Bek Ashby, Fred Chang & Jeff Cartwright City Staff present: Development Director Nick Bond, City Clerk Brandy Rinearson, Associate Planner Elle Davis and DCD Front Counter Clerk Lisa Stone Guests: John Powers and Kathy Cocus The meeting was called to order by Councilmember Bek Ashby at 10:25 a.m. 1. Discussion: Comprehensive Plan Economic Development Chapter. Development Director Nick Bond stated DCD Intern Scott Bonjukian sent a draft of the chapter to Kitsap Economic Development Alliance for review. Bond said this chapter was originally focused mainly on Downtown instead of city wide. The committee held a discussion about creating a committee for reviewing the Comprehensive Plan update for jobs, population, land uses, employment and manufacturing. Bond will send the city’s recent survey results to KEDA and will review the survey that KEDA is preparing to conduct. KEDA representatives offered a number of suggestions for the Economic Development element of the city’s plan. 2. Discussion: Media Kit. Councilmember Bek Ashby talked about getting $3800 from LTAC funds to develop a media kit. City Clerk Brandy Rinearson said her staff could provide the data needed for the media kit. Councilmember Fred Chang suggested collecting bids to format information Clerk’s office provided. Rinearson will gather more information and materials for next committee meeting. 3. Discussion: Public Event Process. Rinearson reviewed the special events ordinance. Committee held a discussion about parking during events and public events policy. Rinearson will update the ordinance and bring it back to next committee meeting. 4. Discussion: Countywide Planning Policy Growth Allocations. Bond stated Kitsap County has asked Port Orchard if it would like to shift any of the population allocations in the CWPPs. He stated the county is seeking to shift allocated growth to Silverdale. Bond stated the Council could request a reduction to the allocation in the Port Orchard UGA and a commensurate increase to the city allocation by up to 2000. Alternatively, the council could support a shift from the Port Orchard UGA to Silverdale or could request no changes. Bond will bring this suggestion to the next work study.
