02/09/2015 - MinutesCity of Port Orchard Economic Development Tourism Committee Meeting Minutes Monday February 9, 2015 Council Members present: Council members Bek Ashby, Fred Chang & Jeff Cartwright City Staff present: Development Director Nick Bond, City Clerk Brandy Rinearson and DCD Front Counter Clerk Lisa Stone Guests: Mayor Tim Matthes and Port of Bremerton Commissioner Larry Stokes The meeting was called to order by Councilmember Bek Ashby at 10:10 a.m. 1. Discussion: Foot Ferry. City Clerk Brandy Rinearson contacted Harbor Tours about the increased hours for the foot ferry. Rinearson stated the rates would go up to $161 per hour. Kitsap County wants to see if Harbor Tours could track rider’s zip codes to see where people are traveling to and from. Councilmember Bek Ashby doesn’t see the benefit of tracking zip codes. The committee held a discussion about raising fee to $3. Committee decided to study last year’s numbers and bring back for discussion at March meeting. 2. Discussion: Special Events Ordinance. Rinearson handed out maps of locations for public events. The committee held a discussion about the special events ordinance and application fees. The committee decided to bring back to future meeting. 3. Discussion: Tremont Overlay District. Development Director Nick Bond stated the Tremont Overlay District regulations are very confusing. Bond suggests withdrawing these regulations completely or doing an interim change. Councilmember Jeff Cartwright suggested updating this code. Mayor agreed. Bond will bring forward an interim ordinance to next Council Meeting. 4. Discussion: Sign Code. Bond stated DCD has received complaints from citizens about the sign code needing to be updated. Bond plans to try and update it later this year. Ashby stated there was a sign committee about three years ago and wanted to know came of their suggestions. Bond said the sign committees update was just a light update and just as problematic as the current code. 5. Discussion: Fee Resolution. Bond stated about 10 new fees were added to the resolution. Bond said he is going to send a new fee resolution to Council for approval. With that discussion, Ashby closed the meeting.
