04/13/2015 - MinutesCity of Port Orchard Economic Development Tourism Committee Meeting Minutes Monday April 13, 2015 Present: Bek Ashby, Fred Chang & Jeff Cartwright City Staff present: Development Director Nick Bond, City Clerk Brandy Rinearson, DCD Front Counter Clerk Lisa Stone, & Associate Planner Elle Davis Guests: Mayor Tim Matthes and Jennifer Haro The meeting was called to order at 10:19 a.m. Discussion: Kitsap County Water Trails. Jennifer Haro, policy staff for Kitsap County Commissioners, requested technical assistance from the city for putting up signs, developing policies and map points for the Kitsap County Water Trails. Associate Planner Elle Davis will go to the Kitsap County Water Trails meeting on Thursday. Councilmember Bek Ashby suggested after Davis goes to the meeting, bring this to Council to become an official supporter. Discussion: Wayfinding System. Development Director Nick Bond sent revisions to wayfinding signs and plan to Ambrosini Design. Bond stated Ambrosini hasn’t spent all the money on the contract, but the contract has expired. Bond stated he will bring the contract extension to council on the 28th. Discussion: UGA Expansion. Bond received a proposal from the county for its comp plan within our UGA. County stated City of Bremerton would not accept this to their UGA, so the county wants the city’s input. Bond stated he sees no benefit from a potential annexation in the future. Councilmember Bek Ashby stated she would only support this proposal if they took the entire area to Old Clifton Road. Committee agreed to that exception. Discussion: Kitsap County Land Use Request - Laurier. Bond stated the city has been copied on a request that the county received for a land use map amendment within the UGA. The property is on Warner not Mile Hill. Discussion: Kitsap County Land Use Request - Sedgwick. Bond stated the city has been copied on a request that the county received for a land use map amendment within the UGA. Bond stated this property is close to Fred Meyer and seeks to be designated from residential to Commercial, but that the property is surrounded by residential property. Discussion: Foot Ferry Service Partner Update. City Clerk Brandy Rinearson held a meeting with County, Port of Bremerton and City of Bremerton about foot ferry extended hours. Port of Bremerton and County haven’t let the city know how much if any they will help fund. Rinearson stated she would email partners on Wednesday morning to see how much they are willing to put in. Rinearson hoped to bring contract to last council meeting in April. Committee held discussion about marketing plan. Discussion: Lodging Tax contracts. Rinearson stated she is working on the new contract and wanted to know if the city would require contract recipients to use the Wayfinding logo. Ashby stated people shouldn’t be required to use the logo, just let them use it as a tool. Rinearson stated contracts are on the consent agenda for council approval tomorrow night. Discussion: Event Toolkit. Rinearson stated she hasn’t had time to work on this item, but received a template from another city. Rinearson hoped to get it done this month and out to bid. Rinearson stated it would probably be August before this was completed. Discussion: Public Outreach. Bond stated public meeting notices were emailed, posted to Facebook, posted to city website and an official notice was sent out. Bond stated Department of Community Development doesn’t have time or manpower to make flyers. Ashby suggested making another Facebook post tomorrow. Discussion: Comprehensive Plan. Bond stated the window to accept new comp plan amendments is almost open. Bond stated a proposal will go to Work Study to decide the steps on this year’s Comprehensive Plan amendments. Committee agreed to bring this to next Work Study. With that discussion, Ashby closed the meeting. Meeting Adjourned: 11:30 a.m. Next Meeting/Location: May 11, 2015, 10:00 a.m. Council Chambers
