Meeting Minutes
December 16, 2019
Utility Committee Members Cindy Lucarelli, Jay Rosapepe and Fred Chang met on
December 16, 2019 at 9:32 a.m. at the Port Orchard City Hall - Room #306. Also
present: Public Works Director/City Engineer Mark Dorsey and Utility Manager Jacki
Brown.
Black Jack Creek Homeless Camp Abatements - Discussion: PWD Dorsey
discussed with Committee members the primary issues surrounding the Black Jack
Creek Basin homeless camp abatement issue as follows:
• The Kitsap Public Health District: The Health District, as a function of their
Pollution Prevention Assistance Program (solid waste/water quality), has advised
the City that it must abate the homeless camps located on City property, with
their assistance. These unbuildable City properties are the result of past
foreclosures associated with unpaid ULID #1 assessments. Theses camps
seasonally come and go, and there are other camps within the basin not located
on City property that need to be address as well. To be continued.
• Public Works Staff Issues: There are issues associated with the City’s Public
Works Department staff providing the clean-up effort for these hazardous sites,
such as; Training, protection equipment, liability, insurance, established accident
protection plan and lack of a written policy. To be continued.
• Homeless Rights: Recent court cases have made clean-up efforts more difficult;
Required clean-up noticing, personal property identification and claim processes,
storage of personal property and ‘sleeping vs. camping’ issues. To be continued.
Joint Planning Area Sanitary Sewer Coordination - Discussion: PWD Dorsey
and UM Brown provided Committee members with a brief overview of the City’s current
efforts to coordinate the much-needed sanitary sewer infrastructure for Sewer Basin 7,
aka, The Joint Planning Area (Sedgwick/Sidney.) Recent meetings indicate the potential
for an additional 2,150 ERU’s within this area, with limited current infrastructure
available. Staff is working with property owners to determine the most efficient means
to provide the necessary sanitary sewer improvements for Sewer Basin 7. To be

580 Zone Water Campus - Update: PWD Dorsey and UM Brown provided for the
record, final and approved copies of the 580 Zone Agreements as follows:
• The First Amendment to the 2007 Reimbursement Agreement Amendment
between the City of Port Orchard and McCormick Communities

• The Construction Agreement between the City of Bremerton and McCormick
Communities
• The Interlocal Agreement between the City of Port Orchard and the City of
Bremerton
• The Agreement between South Kitsap Fire Rescue and the City of Port Orchard
Utility Department Work Plan - Update: PWD Dorsey and UM Brown provided
Committee members with updates on the following Projects;
• Foster Pilot Project - The Joint Legislative Task Force continues to address water
source withdrawal mitigation impacts (Steady State vs. Transient Model.) The
work associated with the continued Water Rights support activities and the
Foster-related studies (Hydrogeological, Stream Augmentation/Restoration, etc.)
are ongoing and are critical to the continuation of well production post-Foster
decision. Concerns over the accuracy of the Kitsap County-USGS Hydrologic
Model are now being discussed. To be continued.
• Well #13 Drilling – With the pilot hole drilled to an approximate depth of 2000-
feet, well casings (28-inch diameter) are now installed to a depth of 843-ft. To
be continued.
• Well #13 Mains & PRV’s - Staff continues to value engineer and field proof the
new system model to finalize the needed main and PRV improvements. To be
continued.
• Well #13 - Maple Avenue (Water Main & Well #6) - BHC is nearing the
completion of the Ad Ready design. To be continued.
• Well #11 Construction - As a function of the updated water system model and
the conversations/pending agreements associated with the 580 Zone, the Well
#11 CIP’s have been updated. This once $1M CIP project was slated for basic
improvements (well pump, new distilling basin & pump house modifications), but
given legislative actions associated with new MCL’s established for Iron
Manganese treatment, this CIP is now a $6M CIP. To be continued.
• McCormick Pump Station #2 - This project’s construction phase has now been
awarded to Stellar J Construction. To be continued.
• Water System Plan 2019 - BHC’s updated scheduled to complete the Plan and
submit to City Council is now late 2019/early 2020, given modeling and CIP
issues within the 580 Zone. To be continued.
• Albertson’s Sewer Pump Station – See JPA/Sewer Basin 7 above. Anticipated
changes in the ownership of several commercial properties located within the
Sedgwick/Sidney sanitary sewer area have provided for a potential ULID and the
construction of the new regional Sidney Pump Station (SPS.) To be continued.
• Marina Pump Station - With the ramped-up RH2 design efforts, finalization of the
Proposed Site Plan is critical. Staff has confirmed that the proposed plan is
coordinated with the Downtown Redevelopment Plan, required shoreline
setbacks and the future Bay Street Pedestrian Pathway West Project. A loan

time extension request has been submitted to the Department of Ecology. To be
continued.
McCormick Pump Station #1 - Update: UM Brown updated Committee members
on the current status of the McCormick Pump Station #1, being that the Interim
Improvements continue to operate effectively, and that McCormick Communities LLC is
still scheduled to compete the permanent facility construction by the end of 2019. To be
continued.
Next Meeting(s): January 27, 2020 - 9:30 a.m. – Field Tour of Well #9, Well
#13 and McCormick Pump Station #1
Next SAC Meeting(s): February 19, 2020 - 6:30 p.m. – City Hall
