Meeting Minutes
February 27, 2019
Utility Committee Members Cindy Lucarelli and Jay Rosapepe met on February 27, 2019
at 9:30 a.m. at the Port Orchard City Hall - Room #306. Also present: Public Works
Director/City Engineer Mark Dorsey and Utility Manager Thomas Hunter.
Utility Committee Packets - Discussion: PWD Dorsey requested support from
Committee members regarding packet distribution procedures, as follows; when the
agenda is informative only, the packet will be distributed at the time of the meeting,
when the agenda requires advanced preparation and/or action to be taken, the packet
will be provided in advance. No further action required.
Legislative Report - Discussion: UM Hunter provided Committee members with the
following information and/or updates on legislative bills being monitored by the Public
Works Department;
• HB 1680 – Local Government Infrastructure Funding Bill. Basically, the re-
establishment of legislative commitment to funding the Public Works Assistance
Account. House Committee Public Hearing held 2/19/2019.
• SB 5145 – Anti-Hydraulic Fracturing Bill. Senate Committee Public Hearing held
1/29/2019. 3rd Reading before Rules Committee passed 2/13/2019.
• SB 5657 – Wastewater Treatment of Opioids Bill. Will affect SKWRF. 1st Reading
before Senate Committee held 1/25/2019.
2019 Utility Department Work Plan - Update: UM Hunter provided Committee
members with updates on the following Projects (see Critical Patch Gantt Chart
attached);
• Foster Pilot Project – The Joint Legislative Task Force continues to address water
source withdrawal mitigation impacts (Steady State vs. Transient Model.) To be
continued.
• Water Rights 2019 – As a function of Well #13 and all other existing and planned
water sources within the city, the recent Hydrogeological Services contract
approval with Robinson Noble and the continuation of the legal guidance Thomas
Pors contract are critical to the city’s ability to continue to provide potable water.
To be continued.
• Well #13 Site and Drilling – The site work is making progress, with the well
drilling activity scheduled to commence in mid-March. To be continued.
• Well #13 Maple Site & PRV’s – BHC continues to finalize the Ad Ready design, to
be complete by June 2019. To be continued.

• McCormick Pump Station #2 – Final design and permitting currently at 60%
complete. No update on $1M Legislating ask. To be continued.
• Water System Plan 2019 – BHC scheduled to complete the Plan and submit to
City Council in May 2019. To be continued.
• Marina Pump Station – Now that the DOE Loan has been accepted, RH2 needs to
ramp-up their design efforts in order to comply with the Agreement timeline and
stay in alignment with the upstream McCormick PS#1/PS#2 improvements. The
Downtown Redevelopment coordination window (rebuild vs. retrofit) is getting
smaller. To be continued.
Well No. 9 - Update: PWD Dorsey and UM Hunter once updated Committee
members on the Well No. 9 Water Treatment Retrofit Construction Project and the
Errors and Omissions Demand Letter to Pace Engineers, Inc. as follows:
• JMG Constructors, LLC is substantially complete. Start-up will commence in
March 2019, and the system should be operationally online in April 2019. To be
continued.
• As reported previously, the Demand Letter to Pace Engineers, Inc. was sent via
Certified Mail on August 17, 2018. The City Attorney is currently working with
Grey & Osborn to determine next steps. To be continued.
McCormick Pump Station #1 - Update: UM Hunter updated Committee members
on the current status of the McCormick Pump Station #1, being that the Interim
Improvements continue to operate effectively, and that McCormick Communities has
requested a revision to the approved design. To be continued.
