04/16/2018 - MinutesUtility Committee Minutes Meeting of April 16, 2018 Page 1 of 2 City of Port Orchard Utility Committee Meeting Minutes April 16, 2018 Utility Committee Members Cindy Lucarelli, Jay Rosapepe and Fred Chang met on April 16, 2018 at 9:30 a.m. at the Port Orchard City Hall – Room #306. Also present: Public Works Director/City Engineer Mark Dorsey and Utilities/Facilities Operations Manager Thomas Hunter. WSUD Draft Franchise Agreement - Update: As directed by Council, PWD Dorsey sent an email to General Manager Wilson, advising WSUD that no RW Permits will be issued until the Agreement is executed and that any work performed within the RW without a RW Permit will be stopped. Further correspondence indicates that WSUD also has issue with the proposed utility tax requirement within the Agreement. This item will be discussed further at the April 18, 2018 Sewer Advisory Committee Meeting. To be continued. Foster Pilot Project Participation - Update: UFOM Hunter updated Committee members on the current status of the Foster Pilot Project. In general summary, the City was the first Participant to meet with the Department of Ecology, whereby ‘old vs. new’ policies and procedures were discussed, as well as new concepts for withdrawal mitigations. Next steps; meet with Stakeholder’s (WDFW, Squamish and S’Klallam Tribes, DOH, KPUD, USGS and DOE.) To be continued. Kitsap County Solid Waste Disposal Rates - Discussion: PWD Dorsey reminded Committee members of the November 2017 Solid & Hazardous Waste Management Plan update presentation by Pat Campbell of the Kitsap County – Solid Waste Division, whereby future adjustments to disposal rates was discussed. The City was recently notified that effective July 1, 2018, and as Owner of the Olympic View Transfer Station, Kitsap County will increase its disposal rates at OVTS. No further action required at this time. Well No. 9 - Update: PWD Dorsey and UFOM Hunter updated Committee members on both the Well No. 9 Water Treatment Retrofit Construction Project and the Errors and Omissions Demand Letter to Pace Engineers, Inc. as follows: • The City received two (2) sealed Bids on March 16, 2018, with JMG Constructors, LLC determined to be the lowest qualified Bid. City Council approved the Contract on April 10, 2018. Work to commence as soon as Permits are issued. • The City Attorney and Staff are finalizing the Demand Letter for issuance to Pace Engineers, Inc., hopefully within April 2018. To be Continued. Utility Committee Minutes Meeting of April 16, 2018 Page 2 of 2 McCormick Pump Station #1 Interim Improvements - Update: UFOM Hunter updated Committee members on the current status of the Interim Improvements being provided by McCormick Communities. In summary, Staff is currently responding to the most recent final design submittal and it is anticipated that work will commence within 2-weeks. To be continued. McCormick Communities Agreement - Update: UFOM Hunter updated Committee members on the status of the new Agreement, whereby McCormick Communities will now design and construct McCormick Pump Station No. 1 only and the City will now design and construct McCormick Pump Station #2. In general summary, McCormick Communities is in the final design process for Pump Station#1 and the City has recently selected BHC to provide the design and CACM for Pump Station#2, whereby a Contract with BHC is anticipated to go before the City Council for approval on May 8, 2018. To be continued. Well No. 13 - Update: PWD Dorsey and UFOM Hunter notified Committee members that the City did receive two (2) Statements of Qualification for the Well No. 13 Final Design and CACM project, as a result of the March 2018 Advertisement issued by the City in response to the concerns raised by the State Auditor’s Office in 2017. Both Firms will be interviewed in early May, with a Contract anticipated to go before the City Council on May 22, 2018. To be continued.
