12/17/2018 - MinutesUtility Committee Minutes Meeting of December 17, 2018 Page 1 of 2 City of Port Orchard Utility Committee Meeting Minutes December 17, 2018 Utility Committee Members Cindy Lucarelli, Fred Chang and Jay Rosapepe met on December 17, 2018 at 9:30 a.m. at the Port Orchard City Hall - Room #306. Also present: Public Works Director/City Engineer Mark Dorsey, Utility Manager Thomas Hunter and Utility Customer Cecilia Adrian. Foster Pilot Project Participation - Update: UM Hunter once again updated Committee members on the current status of the Foster Pilot Project, being that the 2nd meeting of the Joint Legislative Task Force just occurred on December 14, 2018. In general summary, the Panel discussed the merits of the 5 Pilot Projects as well as any status updates, as members continue to work towards the submission of a letter from the Washington Student Achievement Council Policy Director and the AWC Government Relations Advocate to the Water Resources Program Manager at the Department of Ecology. To be continued. Utility Billing Late Fees - Discussion: PWD Dorsey provided an update to Committee members regarding the Loretta Investments, LLC utility billing issue, being that a 10-month late fee payment plan has been agreed upon. With respects to the Dwight Street Apartments, given the Adrian’s established utility payment history and that the reason for the missing billing statement is unknown, Committee members support Council waiving the late fee. The item will be added to the December 18, 2018 agenda for Council action. Johnson Creek Estuary Water Quality Grant - Refusal: PWD Dorsey notified Committee members that the City has turned down a Water Quality Grant opportunity from the Department of Ecology for Johnson Creek (Port Orchard Boulevard.) The reason being is timing, as the WSDOT/SR 166 Barrier Free Project needs to be further scoped/defined before the City moves ahead with the related upstream culverts. No further action required at this time. 2019-2024 NPDES Phase 2 Permit Modifications - Summary: PWD Dorsey and UM Hunter provided Committee members with an overview of upcoming modifications to the City’s Phase 2 NPDES Permit (2019-2024), to be adopted by June 30, 2019. In general, the City’s ability to change any of the proposed modifications is non-existent, as Ecology is stuck between the EPA/Sound Keepers Alliance and NPDES Permittees. Additionally, the proposed modifications may require additional resources (to be discussed as a function of the mid-budget review.) To be continued. Utility Committee Minutes Meeting of December 17, 2018 Page 2 of 2 Well No. 9 - Update: PWD Dorsey and UM Hunter updated Committee members on the Well No. 9 Water Treatment Retrofit Construction Project and the Errors and Omissions Demand Letter to Pace Engineers, Inc. as follows: • JMG Constructors, LLC continues to make progress on the Project, with completion and start-up scheduled for February 2019 and the system on-line in March 2019. Treatment operations will be provided initially by current PW staff, but when either Well #12 or Well #13 come online, a full time Water Treatment Operator will be required by the Department of Health. • As reported previously, the Demand Letter to Pace Engineers, Inc. was sent via Certified Mail on August 17, 2018. The City Attorney is currently working with Grey & Osborn to determine next steps. To be Continued. McCormick Pump Station #1 - Update: UM Hunter updated Committee members on the current status of the McCormick Pump Station #1, being that the Interim Improvements continue to operate effectively. The final facility redesign provided by McCormick Communities has hit a fabrication snag and is still not approved. To be continued. McCormick Pump Station #2 - Update: PWD Dorsey updated Committee members on the current status of the McCormick Pump Station #2, being that the final facility redesign provided by the City is moving along nicely. In addition, the City is requesting 2019 Legislative support in the amount of $1M towards this $2.8M to $3.5M Project. To be continued. Well No. 13 - Update: PWD Dorsey updated Committee members on the current status of the Project, whereby the site clearing/grading and well drilling contractors are commencing their work and the remaining contracts for the associated Maple Street/ Well #6 Site Improvements are still forthcoming. The City continues to work with DOH, now that the contract administration for the DWSRF Loan has been shifted from the Department of Commerce to Health. To be continued.
