05/15/2017 - MinutesUtility Committee Minutes Meeting of May 15, 2017 Page 1 of 2 City of Port Orchard Utility Committee Meeting Minutes May 15, 2017 Utility Committee Members Cindy Lucarelli, Scott Diener and Fred Chang met on May 15, 2017 at 9:39 a.m. at the Port Orchard City Hall – Room #306. Also present: Mayor Rob Putaansuu, Public Works Director/City Engineer Mark Dorsey and Water System Manager Thomas Hunter. Touch-Read Water Meters - Discussion: PWD Dorsey and WSM Hunter provided Committee members with a response to Mayor Putaansuu’s inquiry into the rate at which current manual water meters are being converted to touch-read water meters, within the City’s Retail Water Service Area. In general, of the +/- 3000 water meters, there are approximately 700 conversions still to be made. It should be noted, given the 20-year life of a touch-read water meter, conversions should continue to be staggered since future replacements should be staggered. Public Works to look into an increase of the conversion rate. To be continued. 2017 City Hall Boiler/HVAC - Update: PWD Dorsey reminded Committee members of the recent Boiler Assessment by Hermanson, whereby the City’s two (2) boilers have been assessed to have approximately 15 to 20-years of life remaining. The current Pacific Air Control Contract provides for termination given 30-day notification. Public Works to issue a Request for Proposal (RFP) for the City’s HVAC System as follows; Schedule A – Current System Repairs and Upgrades, Schedule B – System Operations & Maintenance and Schedule C – System On-Call Repairs. 2017 Bay Street – Street Lighting & Marquee - Update: PWD Dorsey advised Committee members of an upcoming meeting that has been scheduled with Puget Sound Energy (PSE) and PSE/Intolight on May 22, 2017 at 1:00 to discuss 1) the need for an updated Bay Street – Street Lighting Plan, 2) the potential of a new Bay Street Schedule 74 and 3) a potential Schedule 74 along the Bay Ford frontage. Please note: the Bay Street – Street Lighting Plan includes Marquee discussions. To be continued. Waste Management - Updates: PWD provided Committee members with recent Waste Management-related updates, being 1) a request for comments on the Draft Kitsap County Solid & Hazardous Waste Management Plan and 2) Collection Change notice. No further action required. McCormick W/S Special Purpose District - Update: PWD Dorsey and WSM Hunter provided Committee members with an update on the McCormick Communities Special Purpose District Agreement for Water/Sanitary Sewer Facility Upgrades. In general, a Draft Agreement has now been prepared by McCormick Communities and is currently being reviewed by City Staff and the City Attorney. To be continued. Utility Committee Minutes Meeting of May 15, 2017 Page 2 of 2 Well No. 8 - Update: PWD Dorsey provided Committee members with an update on the Well #8 pump replacement project which was awarded to Holt Services on May 23, 2017. A change of condition (Change Order No. 1 at $18,036.23) is needed, due to the discovery of the existing 6-inch pump discharge pipe failure. Change Order No. 1 must go to City Council for approval given that the amount exceeds both the Public Works Director and the Mayor Change Order Authority, based upon percentage. PWD Dorsey to bring CO#1 to the May 23, 2017 Council Meeting for approval. Well No. 9 Retrofit/2017 CACM - Update: PWD Dorsey updated Committee Members on the Well #9 Retrofit CACM selection process, being that the City will no longer seek CACM via consultant selection. Rather, new Assistant City Engineer Mikle Pleasants will provide the CACM services, whilst HDR (current Engineer of Record) will provide Engineering Support Services only. PWD Dorsey to bring the HDR Engineering Support Professional Services Contract to the May 23, 2017 Council Meeting for approval. Well No. 13 - Update: PWD Dorsey provided Committee members with a copy of the official and fully executed DWSRF #DM13-952-185 Contract Amendment and Change in Scope of Work. This Project is now officially the Well #13 Project. To be continued.
