08/14/2017 - MinutesUtility Committee Minutes Meeting of August 14, 2017 Page 1 of 2 City of Port Orchard Utility Committee Meeting Minutes August 14, 2017 Utility Committee Members Cindy Lucarelli and Fred Chang met on August 14, 2017 at 10:30 a.m. at the Port Orchard City Hall – Room #306. Also present: Mayor Rob Putaansuu, Public Works Director/City Engineer Mark Dorsey and Water-Sewer Utility Manager Thomas Hunter. McCormick Communities W/S Dev. Agreement - Update: Mayor Putaansuu, PWD Dorsey and WSUM Hunter provided Committee members with another update on the status of the McCormick Communities Development Agreement for Water/Sanitary Sewer Facility Upgrades. In general, the Draft Agreement prepared by McCormick Communities, LLC is nearing the end of its official review by City Staff/Attorney, and comments/concerns will be provided back as soon as possible. In addition, the ‘interim’ upgrades proposed by McCormick Communities, LLC for McCormick Sanitary Sewer Pump Station #1 are being discussed. It is now anticipated that the Agreement will be ready for full Council discussion at the September Work Study Session. To be continued. 2017-2018 City Hall Boiler/HVAC - Update: PWD Dorsey updated Committee members with a brief overview of process developed to resolve the City Hall HVAC System issues, as follows; 1) issue a RFP for the 2017 Boiler Maintenance with Fulton Boiler Company certification required, 2) instruct Pacific Air Controls to have their ‘control specialist’ make comfort level adjustments, based on the deficiencies found during the energy audit and 3) re-advertise in 2018, for the City Hall HVAC Maintenance Contract. Annapolis Creek PS&E and Permitting RFQ - Discussion: PWD Dorsey advised Committee members that the Annapolis Creek Box Culvert Repair PS&E and Permitting RFQ, being a currently programmed Storm Drainage Utility Capital Improvement Project, would be published on August 18, 2017 with Qualifications due to the City by September 8, 2017. Bay Street Pump Station Final Design & Construction - Discussion: PWD Dorsey presented to Committee members the proposed Bay Ford Redevelopment frontage improvements, which includes an access easement for improved accessibility for maintenance and operations. In addition, WSUM Hunter discussed the 2017 pump replacement, being Vaughn Chopper grinder pumps and controls. To be continued. Utility Committee Minutes Meeting of August 14, 2017 Page 2 of 2 2017 Water System Plan Updates – Discussion: PWD Dorsey and WSUM Hunter reminded Committee members of the need and importance of the recent Water System Plan Update contract with BHC, being the addition of Well(s) #12 and #13, along with needed ancillary storage and treatment facilities. To be continued. Well No. 8 - Update: PWD Dorsey and WSUM Hunter provided Committee members with a brief update on the Well #8 pump replacement project which was awarded to Holt Services on May 23, 2017. It was previously reported that a drop of approximately 70 GPM in source production was encountered. It has now become apparent that the drop in source was only temporary, due to stiffness of the new check valve. Full production has been resumed. No further action required. Well No. 13 - Update: Mayor Putaansuu, PWD Dorsey and WSUM Hunter provided Committee members with an update to the Well #13 DWSRF-funded project, being that a clearing/grading and drilling schedule had been developed, and that a RFP was ready to be issued when the State Legislature’s non-action on the Capital Budget has lead to a suspension of the Project. The City has suspended all activity. To be continued.
