Meeting Minutes
September 25, 2017
Utility Committee Members Cindy Lucarelli, Scott Diener and Fred Chang met on
September 25, 2017 at 9:30 a.m. at the Port Orchard City Hall – Room #306. Also
present: Public Works Director/City Engineer Mark Dorsey and Water-Sewer Utility
Manager Thomas Hunter.
Annapolis Creek PS&E and Permitting SOQ’s - Update: PWD Dorsey provided
Committee members with an update to this existing Storm Drainage Utility Capital
Improvement Project that has previously been pursued through the West Central LIO.
The City’s Public Works Department has now decided to increase the odds of obtaining
a construction grant via the preparation of Ad Ready PS&E in 2018. Therefore, a RFQ
was issued on August 18, 2017 and five (5) SOQ’s were received by the September 8,
2017 deadline. Interviews are anticipated to occur in October of 2017 with consultant
selection and procurement completed within November of 2017. Funding via Budget
Amendment from current Storm Drainage Utility CIP. To be continued.
Marina Pump Station Final Design & CACM RFQ - Discussion: PWD Dorsey and
WSUM Hunter advised Committee members of the pending RFQ for the preparation of
the Ad Ready 100% PS&E for this critical sanitary sewer capital improvement project in
2018. The City’s Public Works Department has recently been made aware of a viable
DOE grant program for design and construction and needs to have the design selection
process underway ASAP in order to maximize grant scoring. The RFQ will be issued in
October of 2017 and interviews are anticipated to occur in November of 2017 with
consultant selection and procurement completed within the year. To be continued.
Well No. 7 & Melcher PS - Discussion: WSUM Hunter advised Committee members
of the recent pump failure(s) at Well No. 7 and the Melcher PS. The Well No. 7 pump
failure is now adding to the current City of Bremerton retail water purchasing. As the
City continues to work through procurement difficulties specific to “pump repairs”, PW
staff will be pursuing an ‘On-Call’ procurement process for pump and clay valve repairs
based on price and availability to expedite these type of repair needs in the future. To

Well No. 9 - Update: PWD Dorsey and WSUM Hunter updated Committee members
on the Well No. 9 Water Treatment Retrofit Construction Project, being the Project went
to Ad on September 22, 2017, with Sealed Bids due October 13, 2017. It is anticipated
that a Construction Contract will be on the October 24, 2017 City Council Agenda for
approval. With regards to the previous water quality design, the Errors & Omissions
process need to be prioritized with the City Attorney. To be continued.

City Hall (Well No. 3 & No. 4) Decommissioning - Update: PWD Dorsey and
WSUM Hunter updated Committee members on the current status of the City Hall
mystery Wells. In general, the City’s Public Works Department has now determined
that Well No. 4 does not exist at City Hall, rather, it’s located along High Street and has
been abandoned for decades. Therefore, the only artesian well (other than Well No. 7)
that feeds the City Hall Distilling Basin is Well No. 2, which was disconnected from the
distilling Basin last year in compliance with DOE direction. As a function of the Water
Rights reconciliation that will take place when Well(s) No. 12 and No. 13 are developed,
final resolution of Well No. 2 will be addressed. To be continued.
Potential Public Works (East) Site - Discussion: PWD Dorsey and WSUM Hunter
present to Committee members a potential location for a snow/ice sanding station
located along Bethel Avenue, south of Sedgwick. A fenced/screened facility of this
nature would house a backhoe, plow/sanding box, and sand to facilitate snow/ice
operations east of SR 16. To be continued.
Waste Management Audit - Discussion: PWD Dorsey advised Committee members
of the recent Waste Management (WM) service audit of addresses within City limits.
The results were 24 addresses that had WM carts but did not have active accounts and
197 addresses with no WM service. As the POMC requires solid waste service and WM
is the City’s service provider pursuant to a Solid Waste Agreement with Kitsap County,
WM will reconcile their services accounts. Utility Committee members have requested
WM to attend a future Committee Meeting to discuss service options available to
residents. To be continued.
