10/16/2017 - MinutesUtility Committee Minutes Meeting of October 16, 2017 Page 1 of 1 City of Port Orchard Utility Committee Meeting Minutes October 16, 2017 Utility Committee Members Cindy Lucarelli, Scott Diener and Fred Chang met on October 16, 2017 at 9:30 a.m. at the Port Orchard City Hall – Room #306. Also present: Public Works Director/City Engineer Mark Dorsey and Waste Management Representatives Laura Mosher and Joey Pellecchia. Annapolis Creek PS&E and Permitting SOQ’s - Update: PWD Dorsey updated Committee members on this design project, whereby the six (6) SOQ’s received by the September 8, 2017 deadline have been scored and ranked by the selection panel, and interviews for the top three (3) firms have been scheduled for October 27, 2017. The final selection and procurement process is still anticipated to be completed within November of 2017. To be continued. Well No. 9 - Update: PWD Dorsey updated Committee members on the Well No. 9 Water Treatment Retrofit Construction Project, with the update being that the original Project Bid deadline of October 13, 2017 has been cancelled. It is anticipated that the Construction Contract award will now occur in November 2017. To be continued. Waste Management Services Option - Discussion: As follow-up to the recent Waste Management (WM) Audit conversation, Committee members met with Laura Moser and Joey Pellecchia of WM to better understand how the Utility operates and to see what service alternatives WM can provide to customers within City limits. In summary, WM operates statewide via the Utilities & Transportation Commission (UTC), and the City operates under the Kitsap County Solid Waste Plan. Rates are set by the UTC and Programs are provided within compliance with the County Plan. The decision to allow city residence to not have solid waste service is specifically a city issue and would require a code amendment. WM does have a current Program that allows for a minimum level of service, being 10-gal/month pick up rather than the typical 30-gal/ week. Utility Committee members have requested that PWD Dorsey write a letter to Mr. Fies, upon authorization by the Mayor, advising him of the minimum program option he is suggested to pursue.
