11/20/2017 - MinutesUtility Committee Minutes Meeting of November 20, 2017 Page 1 of 2 City of Port Orchard Utility Committee Meeting Minutes November 20, 2017 Utility Committee Members Cindy Lucarelli and Fred Chang met on November 20, 2017 at 9:30 a.m. at the Port Orchard City Hall – Room #306. Also present: Public Works Director/City Engineer Mark Dorsey, Water/Sewer Utility Manager Thomas Hunter, Mayor Rob Putaansuu, Finance Director Noah Crocker and Pat Campbell (Kitsap County Public Works Solid Waste Division.) Kitsap County Solid & Hazardous Waste Management Plan - Discussion: Pat Campbell, KCPW – Solid Waste Division, provided Committee members an overview of the proposed update to the County’s 6-year Comprehensive Solid & Hazardous Waste Management Plan, being the 2017-2022 Plan. In brief summary, a Plan is required by State Law, and the City (along with other local jurisdictions) has historically opted to adopt the County Plan rather than develop their own. The Department of Ecology approved Plan contains the following Chapters; Waste Reduction & Recycling, Organics Management, Construction & Demolition Debris, Promotion, Education and Outreach, Collection of Solid Waste & Recyclables, Transfer Systems – Waste & Recyclables, Waste Disposal, Special Wastes and Moderate Risk Waste. The City will be asked to adopt the updated Plan in January 2018 via Resolution. The current City-County Interlocal Agreement is valid thru December 2018. PWD Dorsey to provide the County’s PowerPoint Presentation to the City Clerk for distribution to the full Council. A Resolution adopting the Plan will be provided at the January 9, 2018 Regular City Council Meeting. Water/Sanitary Sewer Rates - Discussion: PWD Dorsey and WSUM Hunter provided Committee members with a response the Councilman Chang’s recent inquiry regarding the status of water/sanitary rates and where related information is posted on the City’s webpage. In summary, it was determined that the Water & Sanitary Sewer Gap Analysis prepared for the City by Katy Isaksen & Associated in 2014-2015 had been removed from the webpage, and that the information within the September 25, 2015 PowerPoint presentation provided the desired information, being the needed Bimonthly Base Rate increases from 2015 thru 2020 to support the Utility’s operations and Capital Improvement Plan. WSUM Hunter to re-post the PowerPoint presentation and provide a brief executive summary to be posted as well. Annapolis Creek PS&E and Permitting SOQ’s - Update: PWD Dorsey advised Committee members that the Project Selection Committee selected Reid Middleton for the design and permitting phase of the Annapolis Creek project and that the scope development meeting is scheduled for November 20, 2017. Utility Committee Minutes Meeting of November 20, 2017 Page 2 of 2 Well No. 9 - Update: PWD Dorsey and WSUM Hunter updated Committee members on the Well No. 9 Water Treatment Retrofit Construction Project, being that the recent advertisement suspension was to confirm the August 2015 Pilot Study results that were questioned during the Advertisement. The October 2017 Pilot Study results confirmed the previous results, therefore the current design will be re-advertised and a new Bid deadline established. It is now anticipated that the Construction Contract award will now occur in January 2018. To be continued. McCormick Communities W/S Development Agreement - Update: PWD Dorsey and WSUM Hunter provided Committee members with a brief update on the current status of the W/S Development Agreement with McCormick Communities, being that the Agreement is close to being acceptable to both parties and that the adoption of an Ordinance amending POMC 13.04.025 (W/S Capital Facilities Charges) is needed to established CFC’s that support the accelerated Capital Improvement Projects needed for the development of properties associated with McCormick Communities.
