11/21/2016 - MinutesUtility Committee Minutes Meeting of November 21, 2016 Page 1 of 2 City of Port Orchard Utility Committee Meeting Minutes November 21, 2016 Utility Committee Member Cindy Lucarelli met on November 21, 2016 at 9:35 a.m. at the Port Orchard City Hall – Room #306. Also present: Mayor Rob Putaansuu, Public Works Director/City Engineer Mark Dorsey and Foreman/Water System Manager Thomas Hunter. Water/Sewer Capital Facilities Charge Calculation – Discussion Cont’d.: To memorialize the event, and as follow-up to the recent Katy Isaksen Associates (KIA) November 15, 2015 Work Study presentation of the Final Water/Sewer Gap Analysis - Capital Facilities Charge Calculation (W/S CFC’s) to the full City Council, PWD Dorsey briefly summarized the KIA PowerPoint presentation and provided a copy of said presentation materials within the Utility Committee Packet. As a reminder, the W/S CFC’s are specific to ‘new’ residential and commercial customers, not existing customers and that the W/S CFC calculations could not be finalized until after the adoption of the 2016 Comprehensive Plan. The W/S CFC analysis looked at both water and sewer for a) CFC with existing facilities, b) CFC with existing facilities & future facilities, c) CFC with existing, future & 50% interest allowance and d) CFC with existing, future and 100% interest allowance. At the Work Study Session, Council directed Staff to bring forth an Ordinance, thereby adopting Alternative C, being the current water CFC from $5,012 to $5,945 and the sewer CFC from $6,682 to $8,754 (please note, the sewer CFC listed includes a constant $3,597 wastewater treatment facility fee) and to add back the automatic annual CPI value. Dorsey/Hunter to 1) contact the HBA and the Realtors again for feedback and 2) prepare an Ordinance for either December 13 or December 20, 2016 Council Action. Well #12 Water Rights Change Application - Update: PWD Dorsey and Foremen/WSM Hunter provided Committee members with a copy of the approved Preliminary Permit to drill and test new Well #12 at McCormick. On October 14, 2016, the City’s Water Rights Attorney submitted on the City’s behalf, a Water Rights Change Application for Well #12 (CG1-24437, CG1-26454P and CG1-26447P(A) and related Application G1-28162A.) The Preliminary Permit includes conditions and mitigation measures as agreed upon by all parties. A parallel Preliminary Permit Approval for new Well #13 will be provided to Utility Committee Members in December. Public Works to prepare Ad Ready Contract/Specifications for both Well #12 and Well #13 for 2017 commencement and to begin outreach program to adjoining neighbors (potential noise concerns.) Well No. 9 Update – Discussion Cont’d.: PWD Dorsey and Foreman/WSM Hunter once again updated Committee members on the 2016 Redesign effort by HDR Engineering for the addition of a Manganese Treatment System to Well No. 9 in 2017. Utility Committee Minutes Meeting of November 21, 2016 Page 2 of 2 HDR been granted their change order for additional funds (re: to cover added scope by the city) and have committed to completing the 100% Ad Ready PS&E with the 2016 Contract period. This retrofit project anticipates going to Ad in January of 2017, with Contract Award in February/March 2017. To be continued. SKWRF Biosolids Study/Marina Pump Station – Discussion: PWD Dorsey reported to Committee members the issue raised by the West Sound Utility District (WSDUD) at the October 19, 2016 Sewer Advisory Committee (SAC) meeting. WSUD is claiming that the City’s Marina Pump Station operations are having a negative effect on the SKWRF, as reported in their 2016 Biosolids Study. Upon investigation, it appears that the anticipated VFD Pump and Control upgrades to the Marina Pumps Station, to have been constructed in conjunction with and funded by the Treatment Plant (aka JWWTF) improvements in 2004, were never installed. Dorsey/Hunter to research the McGavick Graves JWTTF and SKWRF files. To be continued. Stormwater Code (LID) Updates – Discussion Cont’d.: PWD Dorsey updated Committee members on the current status of the mandatory Stormwater Code (LID) update. At this juncture, and working with ‘The Lighthouse Group’ and the Planning Department, the City anticipates adopting POMC 15.32 with LID edits in December. The new POMC Title 20 will be completed in February 2017 as a function of code clean- up and the Developer’s Guideline revision. To be discussed at length at the December 5, 2016 Work Study Session.
