Meeting Minutes
April 18, 2016
Utility Committee Members Cindy Lucarelli, Fred Chang and Scott Diener met on April
18, 2016 at 9:30 a.m. at the Port Orchard City Hall – Council Conference Room. Also
present: Mayor Rob Putaansuu, Public Works Director/City Engineer Mark Dorsey,
Assistant City Engineer/Stormwater Manager Andrea Archer-Parsons, Foreman/Water
System Manager Thomas Hunter and PSE Representatives; Tom Brobst, Bryan
McConaughy and Dale Robinson.
PSE Service Area Overview & Outage Response SOP - Presentation: PSE
provided Committee members with a brief overview of their transmission/distribution
system network, the system outage impacts associated with the configuration of their
substations on the Kitsap Peninsula and their ongoing system upgrade projects (such as
the ‘tree wire’ program) to continue to improve electrical service to their customers. In
addition, PSE provided a brief overview of their outage response Standard Operating
Procedure (SOP.) In general, PSE wants customers to understand that there are
numerous variables that dictate outage time and that making timely repairs to the
primary transmission lines and substations are priority one (similar to how the City
prioritizes main arterials in a snow/ice event), and that isolated distribution line damage
will take more time to respond too in an outage. No further action at this time.
McCormick Water System Source - Discussion: Water System Manager Hunter
provided Committee members with an update on the water system needs within the
McCormick Urban Village. Primarily, given the recent sale of the GEM I (McCormick
Development) interests to a Kirkland-based developer, the residential construction
activity for the area has risen sharply (up to 150 new homes/year) and this trend is
anticipated to continue for the next 10-years. Developer provided storage and pumping
improvements were anticipated in the near future (given the GEM I development rate),
but given the current increase in the revised rate of development, the need for an
additional Developer provided ‘source’ (Well #12) is a top priority for the City to initiate.
PWD Dorsey and WSM Hunter to meet with Developer ASAP to initiate Well #12
improvements (pursuant to the City’s Water System Plan CIP.) Additionally, it was
confirmed that the City of Bremerton, in compliance with their Water System Plan, will
be providing water for the new South Kitsap School District facility and that increased
development within the area could require the creation of an “Old Clifton Road” Local
Improvement District (LID) to coordinate water, sewer, storm drainage, utility
(power/phone/cable/gas) and roadway improvements between Anderson Hill and
Feigley. No further action required at this time.
2016 Utility (Water/Sewer) Comprehensive Plan – Status Update: In
conjunction with the 2014 Storm Drainage Utility Plan update, the 2015 Water System

Plan update, the 2015 Comprehensive Sanitary Sewer Plan update and the 2014-2015
Water/Sewer GAP Analysis, PWD Dorsey provided Committee members with a ‘draft’
copy of Chapter 7 – Utilities, of the 2016 Port Orchard Comprehensive Plan. The
purpose of this agenda item was to update Committee members on the current
completion timeline status of the Comprehensive Plan and to provide them with a ‘draft’
copy for review/comment. Committee members to provide any comments to the
Planning Department.
Decant Facility - Update: SWM Archer-Parsons provided Committee members with a
brief timeline summary of this grant-funded project. In review, the Ad-Ready
documents have been issued and a Pre-Bid Meeting held. The Bid-opening is scheduled
for April 22, 2016 at 11:00 AM. In addition, Committee members were advised that
local users of the current City decant facility (WSUD & KC) have been notified of the
pending work and the limited use of the facility (emergency only) during construction.
The City has already initiated annual sanitary Sewer TV/Cleaning and Catch Basin
Cleaning to complete these tasks prior to construction start. To be continued.
Waste Management (WM) Q1/2016 - Update: PWD Dorsey informed Committee
members that WM is now providing the City a copy of their quarterly Franchise Waste
Stream Summary. The Summary tracks residential, multi-family and commercial
recycling, yard waste and solid waste data in tons. PWD Dorsey to continue to forward
this quarterly information to the Committee.
Well No. 10 Update – Discussion Cont’d.: PWD Dorsey and WSM Hunter provided
a brief update to Committee members on this ongoing capital project. In general, the
Well No. 10 Project is still moving forward in areas of design not affected by the current
potential well location due diligence study, but the parallel due diligence process to
ensure the long term source viability of Well No. 10 is still a priority and is close to
being resolved. To be continued.
Well No. 9 Update – Discussion Cont’d.: PWD Dorsey informed Committee
members that the 2016 Redesign effort by HDR Engineering is now underway (adding a
Manganese Treatment System to Well No. 9 in 2017.) PWD Dorsey also reminded
Committee members that the Errors and Omissions potential with the original Well No.
9 design consultant will commence again, now that the new City Attorney is in place.
