Meeting Minutes
June 30, 2015
Utility Committee Members Rob Putaansuu, John Clauson and Cindy Lucarelli met on
June 30, 2015 at 5:00 p.m. at the Port Orchard City Hall – Council Conference Room.
Also present: Public Works Director Mark Dorsey, Mayor Tim Matthes, Treasurer Allan
Martin and city resident(s) Don Ryan and Nick Whittleton.
Water-Sewer Gap Analysis – Brief Update: As directed at the April 17, 2015 Utility
Committee Meeting, Katy Isaksen met with Utility Billing staff to review and understand
current problem areas needed to be addressed within POMC 13.04. Proposed changes
to these problem areas will be included within the proposed Gap Analysis required code
updates. To be continued at the August or September 2015 Work Study Session.
Public Market Water and Sewer Rates - Discussion: Pursuant to an email from
Don Ryan (dated May 12, 2015) regarding water and sanitary sewer rates billed for the
Public Market, PWD Dorsey provided Committee members with excerpts from POMC
13.04.020 (Bimonthly Sewer Rates) and sewer billing summaries for the Market, for
Albertson’s, for Amy’s on the Bay and for the Lighthouse, by POMC classification. In
general summary, the Market is billed similarly to Albertson’s (fixture count basis) and a
code revision would be required to modify the current Market billing structure. A
discussion regarding the viability of a water consumption-based sewer billing for
commercial uses followed. PWD Dorsey (working with WSUD) to provide Committee
members with winter average water consumption values for the SK Mall, both
Albertson’s, Hagen’s, Fred Meyer, Amy’s, the Lighthouse and the Family Pancake House.
