Meeting Minutes
July 16, 2015
Utility Committee Members Rob Putaansuu, John Clauson and Cindy Lucarelli met on
July 16, 2015 at 5:00 p.m. at the Port Orchard City Hall – Council Conference Room.
Also present: Public Works Director Mark Dorsey and Mayor Tim Matthes.
Water-Sewer Operating Statement Q/2 2015 – Discussion: PWD Dorsey
presented to Committee members the mid-year Water-Sewer Operating Statement. In
general, the utilities are tracking with previous YTD results. No further action at this
time.
Public Market Water and Sewer Rates – Discussion Cont’d.: In response to the
email from Don Ryan (dated May 12, 2015) regarding the water and sanitary sewer
rates billed for the Public Market, excerpts from POMC 13.04.020 (Bimonthly Sewer
Rates) and the sewer billing summaries for the Market, Albertson’s, Amy’s on the Bay
and the Lighthouse (by POMC classification) presented previously; PWD Dorsey
provided to Committee members materials requested at the last meeting, being 1)
winter average water usage and the 2) bi-monthly sewer rate for the SK Mall, both
Albertson’s, the strip mall that Amy’s occupies, the Lighthouse, the Family Pancake
House, Fred Meyer, Haggen’s and the Market. In general summary, there is no
consistency in winter average water usage vs. sewerage billing, but there are large
disparities between commercial stores and restaurants water usages and what they pay
for sewerage. PWD Dorsey 1) to work with Utility Billing on a draft revision to the
POMC for creating a Market sewer class, and 2) to work Katy Isaksen on a pros/cons
memo for developing a winter average water use commercial sewerage rate. To be

Utility Bill Assistance – Discussion: PWD Dorsey provided to Committee members
a summary of current Utility Bill Assistance alternatives, as prepared by the Utility Billing
Department. In general, there are a number of ways to make paying your water, sewer
and storm utility bill easier. PWD Dorsey to attach Utility Billing Assistance summary to
meeting minutes. No further action required.
